In 2009,the State Council of the Central Committee of the Communist Party of China on deepening the reform of the medical and health system and the State Council's notice on the recent key implementation plan for the reform of the medical and health system(2009-2011)were issued in turn.The performance assessment system for public hospitals,with the core of public welfare,was required to be strengthened,and the new medical reform was made.It began to be formally implemented.Subsequently,a series of documents issued by the State Council and the Ministry of health require the establishment of a performance evaluation system at the core of public welfare and operational efficiency,emphasizing the importance of paying attention to the performance assessment mechanism of innovative hospitals and paying attention to the results of hospital performance assessment.As you can see,With the continuous reform of China's economic system and the continuous improvement of social security,the state has made corresponding adjustments to medical and health services,and the opportunities and challenges of hospitals are coexisting.Hospital performance management has also become the focus of attention of hospitals,governments and society.Under this background,this paper takes the clinical department of A hospital as the research object,and builds the performance evaluation system of the clinical department of A hospital based on the balanced scorecard method.This paper first elaborates on hospital performance evaluation,balanced scorecard and other related concepts,analysis of A hospital performance management the necessity and advantages of the Balanced Scorecard,and laying a theoretical foundation for the analysis and research of this article;secondly,through on-the-spot investigation and expert interview results analysis of A hospitals and clinical departments of hospital clinical departments A and discusses the necessity and feasibility of introducing the Balanced Scorecard Card method;Then take A hospital's "patient centered,quality centered" strategic objectives and vision as the starting point,the construction of performance rating system of Clinical Department of A hospital combined with the analysis of expert interview method and AHP method,and based on A hospital clinical departments performance evaluation system of the performance evaluation results of the clinical departments A hospital in 2016 were analyzed by TOPSIS method;finally the implementation of the Balanced Scorecard performance evaluation system puts forward some measures to ensure the clinical departments of A hospital.It includes establishing performance appraisal organization,paying attention to the dynamics of performance indicators,strengthening information construction,paying attention to communication and timely feedback,strengthening hospital culture and publicity construction,and linking the results of performance assessment with the interests of clinical departments and their employees.The performance evaluation system of A hospital clinical department based on Balanced Scorecard is designed in accordance with the core strategy of "patient centered and quality core" in A hospital.At the same time,it can carry on the scientific,objective and real performance evaluation of the work results of the clinical department of A hospital,the balanced Scorecard and the hospital performance evaluation.The research results provide theoretical basis for future research and provide theoretical reference and practical value for performance evaluation of other clinical departments in other hospitals.
