The management of governmental hospital in China, it always did not establish a set of reasonable and effective to evaluate the performance evaluation system for the hospital, So as to make the hospital running efficiency is relatively low. Now, The hospital must pay attention to the supervision and restriction for their control in our social environment, Only it has perfect management supervision system so that to make the hospital under the new environment with the ability of strategic management. In the current information age, social competitive environment, the demand of hospital management, medical, etc are changing fast, hospital originally on the investigation to the performance can not meet the needs of today's competition, To develop a reasonable effective hospital performance evaluation system of operating conditions and the social benefit, for each level of the benefit of the hospital to conduct a comprehensive assessment is especially urgent. Therefore, whether can according to the actual situation of the hospital set up a scientific and reasonable performance evaluation system to an objective and fair to evaluate the overall performance level hospital, will effectively promote the healthy and stable development of the hospital.This paper explains the content of the performance management and evaluation, and analyzes the internal and external status quo of hospital performance evaluation. Then, the article from the internal process, learning and economic operation, personnel hospital development and several levels, such as patients chose different performance indicators,combined with literature review and using the Delphi method, the representative strong indicators as indicators of performance evaluation system of the hospital, finally, used the analytic hierarchy process (AHP) to analyze the weight of each index of selecting, and establish a set of suitable for non-profit hospital performance evaluation index system,studied the existing collection of hospital performance evaluation system, it found some disadvantages existing in the collection of hospital performance evaluation system, after aiming at these disadvantages, on the basis of the balanced scorecard of performance index system to carry on the design. Although this article main researched object is a collection of hospitals and the results of the researched and analysis of its management is promoting effect, but the results of the researched also has a reference for other similar hospitals.In the end, through the comprehensive analysis and research of collection of hospital,established a more perfect reasonable index evaluation system,and to the construction of a new understanding of the index system: for the selection of evaluation index,it has more subjective; Expert advisory exist deviation; Index selection is difficult at the same time have limitations; The index system is not accurate enough. According to the above analysis, it given the establishment of the index system of suggestions: pay attention to and partial communication up and down; Control evaluation error; Improve the hospital performance management information system, it evaluation between the control evaluation error and provide complaint channels. Generally, in the establishment of the evaluation system of the introduction of the balanced scorecard, from different angles for each department to evaluate the performance of the hospital, and in the process of using constantly to perfect the system, this will make the hospital better adapt to the current competitive environment,to bring new development of the reform of the system of hospital.
