Research BackgroundFor public hospital performance evaluation in China a long time period in the deep,although there is a level 3 general hospital accreditation standards implementation rules,the State Council issued by the "enhancing scientific research on optimization of scientific research management performance measures notice related policy document,but a nationwide scientific research performance appraisal standards is missing,most hospitals are to set performance standards,lack of unified planning,exchange of experience are relatively few.At the same time,clinical departments are the core part of hospitals,which play a vital role in the development of hospitals.In addition,medical scientific research itself has the characteristics of special research objects and social welfare,which brings many difficulties to the performance assessment of medical scientific research.Therefore,it is necessary to strengthen the research on the scientific research performance assessment of clinical departments in hospitals.Research ObjectiveTo explore the establishment of a scientific evaluation index system for the performance of clinical departments in hospitals,so as to more scientifically and comprehensively evaluate the scientific research performance of clinical departments in hospitals,tap the scientific research potential of clinical medical personnel,and improve the scientific research management level of clinical departments in hospitals.Research MethodsIn this study,literature review and relevant policies were firstly adopted in literature review.After discussion by experts in scientific research management,a scientific research performance evaluation index system of clinical departments in hospitals was preliminarily established.Secondly,Delphi expert consultation method was used to determine the evaluation index system of scientific research performance in clinical departments of hospitals,and the 21 selected experts were consulted for two rounds.Thirdly,the analytic hierarchy process is used to input the results of the pair-to-pair judgment matrix of 14 experts in Yaahp software,and the final weight of each index is calculated,so as to determine the weight of each index in the scientific research performance evaluation index system of the clinical departments of the hospitalFinally,the index system with the final weight is simulated and run in the hospital.Through the running results,the problems are found and analyzed,and corresponding countermeasures and Suggestions are put forward.ResultsThe results of the establishment of the hospital department scientific research performance appraisal index system:the use of Delphi expert consultation method,the first two rounds are the indicator screening consultation,according to the average number of 4,the variation coefficient of 0.25 screening criteria,combined with the experts give advice and suggestions,and finally formed two first-level indicators,7 secondary indicators,21 three-level indicators.The recovery rate of the questionnaire of the three rounds of expert consultation was higher than 70%,indicating that the experts were more active and interested in the research.Experts on the various types of indicators and the degree of expert judgment and influence of indicators can affect the expert's authority on the indicator judgment,the first round and the second round of the authority coefficient is greater than 0.7,through SPSS25.0 software,our indicators at each level of the Kendall harmony coefficient analysis,the results are met the requirements,and the second round of Kendall harmony coefficient is greater than the first round,indicating that after many expert consultation,the results are more accurate.The determination of the weight of the index of scientific research performance appraisal in hospital:This study uses the hierarchical analysis method,constructs 10 two-judge matrix,and carries on the consistency test,when the consistency ratio of the judgment matrix IS CR 0.1,the result shows that the assignment of the index weight is reasonable,and the judgment matrix of this study has passed the consistency test.Through the decision-making results of the expert group,we can learn that the biggest factor affecting the evaluation of scientific research performance in hospital departments is scientific research output,the weight value reached 0.6729,the weight of scientific research input is 0.3271;8,scientific research platform 0.3423,award-winning results 0.2922,patents and results conversion 0.2839,papers published and works 0.2283,academic conferences and academic posts 0.1956.The weights of the three-tier edited indicators are detailed in Part 3.The simulation operation of the new index system in the sample hospital:the observation of the ranking results can be found that the ranking order has not changed significantly,the top-ranked departments are still firmly in the forefront,the side also shows that the indicator system is feasible;The overall score of award-winning results,patents and results conversion,academic conferences and academic employment indicators in the secondary indicators is low,and there is a certain gap with the ideal results.Conclusions and suggestionsThrough three rounds of expert consultation,2 first-level indicators,7 second-level indicators and 21 third-level indicators are selected,and the weight of each indicator is judged,and a scientific and reasonable index system of scientific research performance assessment is finally determined.Through the empirical study of the indicator system,we also found that the sample hospitals had problems such as unsatisfactory scientific research output and large gap in scores between departments.Therefore,some Suggestions are put forward to strengthen hospital scientific research management,such as managing the scientific research situation of different departments,strengthening the scientific research process management of clinical departments,paying attention to the publicity of evaluation results of clinical departments,and ensuring the all-round coordination of scientific research performance assessment.
