Abstract/Summary:
Public hospitals as unique non-profit society for the purpose of public welfare institutions, are responsible for certain functions of government benefits, are also directly related to the people’s medical treatment, but there is no standardized phenomenon in management, public hospital reform is urgently needed, and build a scientific and reasonable performance evaluation system is an important part of the reform of public hospitals. This paper follows the principle of public welfare reform of public hospitals, combined with the strategic objectives of Qingdao DW hospital and their own situation, constructed the hospital performance evaluation system based on the BSC, and also determined the index set of the performance evaluation system of clinical departments and director of the clinical department.This paper includes six chapters, the first chapter is introduction, puts forward the problems for study, and has carried on the literature review at home and abroad, shows the purpose and significance of research for this problem, and expounds the basic ideas and methods of study. The second chapter is the theoretical basis, this paper expounds the strategic management theory, the performance management theory and the basic connotation of the BSC theory and related content. The third chapter introduces the background and present situation of Qingdao DW hospital, and analies the necessity of the Qingdao DW hospital to improve the performance evaluation system and the feasibility of implementing the balanced scorecard performance evaluation system. The fourth chapter is the building of the performance evaluation system based on the BSC to Qingdao DW hospital, first has carried on the preparatory work, and then use the Delphi method to determine the index of performance evaluation system, including 4 first-level indicators,13 secondary indicators and 36 three-level indicators, finally determines the weights of indexes by using analytic hierarchy process(AHP) and the grading standards of performance indicators.By using the same method to determine the performance evaluation indexes of clinical departments and director of the clinical departments. Performance evaluation system of clinical departments includes 4 first-level indicators, 11 second-level indicators and 42 tertiary indicators. Performance evaluation system of the director of clinical departments includes 5 first-level indicators, 12 secondary indicators and 47 tertiary indicators. Fifth chapter introduces the guarantee conditions of the Qingdao DW hospital implementing the BSC performance evaluation system, including personnel support, ideas support, information support, theoretical support and financial support. Chapter 6 of this article makes a summary, and points out the innovation place and the deficiency of paper.
