A Study On Financing Management Of Public Hospitals In China

The basic elements of public hospital survival and development is to have sufficient financial support,and the reasonable source of income has a role can not be ignored to reduce the burden of resident disease,to maintain the public welfare in public hospital,and to promote the effectiveness of medical reform.Therefore,it is necessary to strengthen the study on the mode of financing management of public hospital.This research has made a detailed study on the nonprofit organization,especially the mode of financing management of nonprofit hospital,which including it's development,financing channels,financing structure,financing supervision and influencing factors of financing activities,and has found that they have the same thing as follows:they have diversified financing channels facing the market,have the good financing design and capital structure,and also have the strict risk control system and supervision mode,as well as the government's strong support and legal protection.Then,this paper try to analyze the mode of financing management of China's public hospital from the perspective of public management,and has found that the financing management of public hospital in our country has different characteristics in different historical stages and greatly influenced by policy.The following difficulties exist currently:the financing channels of public hospital in our country are narrow,and the utilization of social capital is insufficient,which owing to the restriction of the policy system,management methods and laws and regulations;and the financial risk is higher as well as the financing structure needs to be further optimized;the supervision of the financing activities and the use of funds is not in place,there is a certain degree of arbitrariness;and the awareness of financing management of the related personnel is relatively weak,so the corresponding ability needs to be improved.On this basis,it is proposed that the reform of the financing management of public hospital can refer to the specific practices of American non-profit organization,i.e.to implement a benchmark-based management.The change of financing management is not a simple improvement of financial investment,nor is it only the optimization of compensation mechanism.It involves different aspects of property right reform,legal system construction,renewal of concept and ability enhancement.It is a comprehensive,long-term and continuous change process.On the one hand,it is necessary for the government to continue to decentralization in the process,to use the market mechanisms and to enhance the flexibility of financing management.On the other hand,we should strengthen supervision and guidance,especially in the aspect of system reform and legal perfection.At the same time,the provincial hospital and the socialist investors should also combine their own status and market environment to make adjustments actively,as well as absorb and invest the limited health resources rationally,in order to realize the social benefits and social benefits of social capital utilization.
