Under the environment of government reducing investment, non-profit hospitals are driven by profit-making more and more obviously.They maintain its own operations and development by increasing drug revenue unreasonably which resulting in the loss of public welfare nature and medical treatment is difficult and expensive for ordinary people.Now with the health care reform,the proportion of drug revenue is reduced gradually,so the problem of financing difficulty of non-profit hospitals has become very obvious. However, the medical resources are scarce,so how to help the non-profit hospitals get steady development and bring benefit to patients is an important issue which the government and financial institutions should discuss.Since the majority of non-profit hospitals must find a way out by themselves,revitalizing existing assets and improving operational efficiency by external financing of creditor's rights is the first step of these non-profit hospitals.To be a new financing mode,simple trust will play an important role in the future development of hospital financing.This thesis comes up with a practical financing plan by introducing trust accounting,local government financing platform and private enterprise into the credit scheme of non-profit hospital and this plan has been widely recognized,so this plan can be regarded as a innovation of non profit hospital credit extension.This thesis mainly carries on six aspects as follows:The first part is introduction which including the research background,ideas and methods and significance.The second part analyzes the current situation and problems of the non-profit hospital financing and the deep-seated reasons of the above situation.The third part points out the status of trust business development and policy support of internal bank.The fourth part is a case study on foundation project construction of a non-profit hospital of county level city in Shandong Province.This part designs a strong operational financing by combining the project research background with policy.The fifth part summarizes the work done in this thesis and arrivals at a conclusion about pre-project decision-making.
