Research On The Application Of PPP Model In Public Hospitals In My Country

In recent years,with the continuous promotion of China's medical reform policy,the reform of the medical and health system has developed in depth.The medical and health system has been basically sound,and the medical insurance coverage has been basically realized.The people have made a big step forward in their life on the road of "having a cure for diseases".However,as a public hospital that occupies a dominant position in China's medical and health system,especially in densely populated cities,its construction,expansion,renovation and upgrading cannot keep up with the actual needs.People can hardly enjoy satisfactory medical services in "good hospitals" and "it is difficult and expensive to see a doctor" has always been a persistent problem.Strengthening hardware infrastructure construction and improving service quality and efficiency are the direction of public hospital reform.However,this requires a large amount of financial support and more advanced management concepts.Government investment alone is far from meeting the demand.As an investment and financing mode,PPP mode can become an effective way to solve the above problems.Through PPP,the introduction of social capital into the medical field can solve the shortage of government funds.At the same time,the advanced management experience of social capital can improve hospital operation efficiency and service quality,meet people's demand for diversified and high-quality medical resources,and thus play a role in promoting China's medical and health system reform.First of all,through a large number of theoretical studies and extensive reading of literature,this paper analyzes the necessity and feasibility of introducing PPP mode into the construction of public hospitals in China in view of the current financing situation of public hospitals in China,national policy guidance and domestic and foreign experiences.Based on the detailed analysis of the most representative PPP model and the mature application model in foreign medical fields,and referring to the research results of domestic scholars on PPP model,this paper finds out the PPP model suitable for public hospitals in China,tentatively puts forward IBROT model and PPFT model,and expounds the specific operation path and operation mechanism.Secondly,after deeply understanding the problems encountered in the actual operation of PPP mode and referring to relevant literatures on key factors ofsuccessful PPP application,it is found that the key to the optimal effect of the selected mode lies in risk management.Therefore,the article analyzes the risk management of the proposed IBROT mode and PPFT mode,and makes risk sharing and avoidance treatment.Finally,through the analysis of PPP project in Pingyin County Hospital of Jinan City,Shandong Province,this paper provides case support for the research results.The IBROT model proposed in this paper is a more comprehensive exploration based on summarizing the practical experience and analyzing the deficiencies of Pingyin County Hospital of Traditional Chinese Medicine,and should be more operable and applicable.At the same time,according to the current situation and possible problems,countermeasures and suggestions are put forward.This article not only puts forward a PPP model suitable for public hospitals in our country and elaborates its operation path,but also analyzes the risk management in the implementation process and establishes a dynamic risk management framework.It can provide reference for the landing of PPP projects in public hospitals and has certain theoretical and practical significance.
