A Case Study Of The Government's Behavior In The Infectious Disease Prevention And Control Management Of Guangzhou

The spread and prevalence of infectious diseases are serious threats to the human health and social public safety.The most impressing example is the outburst of SARS in 2003,which had cost great loss in public health and property.The range of its influences was far more than the domain of public hygiene,impacting on every field in our society,economy and life.As the provider of public services,and administrator of public affairs and public crisis,the government has to undertake the responsibility to prevent and control infectious disease,and play a key role in the administration of the prevention and control of infectious disease.It is especially essential for the government to learn what measures to take in order to prevent the spread of infectious disease in a more scientific way and to play a better role in public administration in a more economical and efficient way.Nowadays,the government of Guangzhou is facing a series of pressing problems of infectious disease prevention and control.In Guangzhou,some common infectious diseases,such as,tuberculosis,AIDS,HFMD,measles,and dengue are still out of fundamental restraint.The morbidity of 39 infectious notifiable diseases and 3 infectious diseases,Varicella,tsutsugamushi disease and distomatosis under C class management in Guangzhou is still high.It's still a threat of Human Avian Influenza and Influenza A virus subtype H7N9.The huge flow of foreign population adds more difficulty to the prevention and control of infectious diseases.Moreover,Guangzhou,as the South Gate of China,frequent international trades exacerbate the risk of the spread of infectious diseases across the borders.Applying the theories of public administration and crisis management,this article is to put forward some measures and advice on improving Guangzhou's capability of preventing and controlling the spread of infectious disease,and handling the outbreak of an epidemic,by means of analyzing the current condition of epidemic prevention and control in Guangzhou,especially a case study of a dengue fever epidemic in 2014 to objectively analyze the problems and causes that exist in the administration of the prevention and control of infectious disease conducted by the Guangzhou's government.Using successful experiences of handling infectious disease in developed countries and regions,such as US,Japan and Hong Kong,as references,this article also points out some advice on enhancing the overall ability of regulation of infectious disease control,setting up the consciousness of crisis and strengthening the crisis management on epidemics,by means of improving the government's coordinating system and the mechanism of cooperationamong all governmental departments,in order to strengthen the social management of prevention and control of infectious disease,so that the government will enlarge investment to increase social security level and implement creative development to further intensify the supporting effect of science and technology.
