In the new medical reform situation,the public hospital is the main provider of medical and health services,to protect the health of the people and promote China's economic development plays an important role.To carry out the performance Appraisal of public hospital dean is not only to promote the public hospital to comply with the inherent requirements of medical and health system reform,but also to guide public hospitals firmly establish the direction of public welfare,for the people to provide quality and efficient medical and health services.Through the performance evaluation of public hospital dean,it can promote the hospital to strengthen internal performance management,self-supervision,self-restraint,effectively control operating costs,improve management level,and gradually form a focus on the quality of the development model,to achieve comprehensive,coordinated and sustainable development.The paper uses the methods of literature analysis,survey statistic and comparative analysis to study the performance appraisal system of public hospital dean in Bao'an District of Shenzhen City,and combines the performance appraisal practice of public hospital dean in Bao'an District,Through the analysis,it is found that there are many unreasonable aspects of the performance appraisal of the chief hospital in the district,such as the design of the evaluation index system,the management of the examination process,the application of the examination results,the incentive and restraint mechanism and the participation of the medical personnel.The reason is,first,the lack of systematic consideration of the assessment system;Second,the limitations of management of the existing public hospitals,Dean management level in the short term is difficult to reflect the results in the examination;Third,the lack of timely and effective assessment of the feedback process;Fourth,the participation of the relevant interest groups is low.Therefore,based on the theory of performance theory,stakeholder theory and principal-agent theory,and draw lessons from the excellent experience both at home and abroad,this paper puts forward that by strengthening the performance evaluation system,the president's performance appraisal is included in the information construction of public hospitals.To establish a clear and effective incentive and restraint mechanism for the president,the establishment of the president performance appraisal and staff performance appraisal mechanism and other measures to further improve the performance Appraisal Index System of public hospital superintendent,to promote public hospitals to achieve scientific management,standardize medical behavior,improve the medical level and quality of service.
