| Since the 18 th national congress of the communist party of China,China has made comprehensive progress in targeted poverty alleviation,and made decisive progress in poverty reduction.the gradually improve production and living conditions of the masses,poor areas get feeling significantly enhanced,but there are still a big gap distance to build a well-off society in an all-round way,at present our country still has 396 counties,5.51 million poor people haven’t realize out of poverty.China is an agricultural country and a multi-ethnic country.xi jinping once wrote in a briefing paper of national ethnic affairs commission of the PRC that “To complete the building of a moderately prosperous society in all respects,not a single ethnic group can be left behind.” At present,the focus and difficulties of poverty alleviation are mainly concentrated in the 14 contiguous povertystricken areas and the three districts and three prefectures.These areas have a fragile ecological environment,poor working and living conditions,backward economic,cultural and social development,complicated causes of poverty,and a far higher incidence of poverty than the national average,but to little effect,these areas is the crucial key battleground and to achieve an overall well-off.Based on a retrospective analysis of the introduction and implementation of the gongga bee farming project,this paper takes the development of gongga bee farming in heping village of luding county as a research sample,and analyzes the main practices of grass-roots governments and organizations in promoting targeted poverty alleviation by adopting the humanistic theory,cooperative governance theory and target management theory.By combining the literature research method,comparative analysis method and empirical analysis method,this paper explores the practical path of targeted poverty alleviation in the poverty-stricken minority areas.In order to jointly tackle the problem of poverty and backwardness in ethnic minority areas,eradicate poverty,improve people’s livelihood and realize a moderately prosperous society in all respects,and provide reference for people all over the world to overcome poverty. |
