The Research On Human Resource Development Of Youxian Oil Tea Industry From The Perspective Of Poverty Alleviation

Youxian is rich in producing camellia,which is a pillar industry with local characteristics.It integrates ecological,social and economic benefits,and becomes a"green industry" for the local poor groups to get rid of poverty and get rich.The development of the camellia tea industry is an important way for the poverty-stricken people in Youxian County to get rid of poverty,and the industrial human resources are the first resource for the development of the camellia tea industry.The development of human resources for the camellia industry based on targeted poverty alleviation is in line with the industry's green development trend and the national policy of targeted poverty alleviation and enrichment.In this paper,through literature research,systematic analysis,questionnaire surveys,and field visits,combined with the characteristics of the camellia industry in You County and the characteristics of the poor population,in-depth interviews were conducted with poor farmers in Zhufeng Village,Jiangqiao Street,and 237 questionnaires were collected.The survey found that there are shortages of professional talents,lack of skills training,narrow employment channels,extensive management,and less policy support in the development of human resources in the camellia industry in Youxian County.Based on the survey data,an analysis of the stock and characteristics of human resources for the development of the camellia camellia industry was made,and it was proposed that the government should play the main responsibility for the development of industrial human resources;Forecast results of supply and demand of human resources in Youxian camellia industry chain.Based on the theory of precise poverty alleviation,this paper proposes a"temporary labor" resource development model,establishes a temporary labor management information system,and implements an "e-commerce" model of labor resources utilization by poor farmers.Government departments should establish accurate planning for the camellia industry,and oil tea enterprises Scientific planning of human resources,establishing precise management processes,realizing precise recruitment and customized training of human resources.The measures for human resource development of the camellia tea industry in Youxian County based on targeted poverty alleviation are innovative applications for developing local characteristic industries and realizing poverty alleviation,which can provide reference for more impoverished areas and enterprises.
