Research On The Reform Of Cultivated Land Fertility Protection Subsidy In Shandong Province

Document NO.1 of the Central Government has continuously focused on the issue of agriculture,rural areas and farmers for 16 years since 2004 to 2019.The country's sustained concern of agriculture policy reform,especially in the aspect of agricultural subsidy policy reform,which played an extremely important role in the promotion of national agricultural grain production and ensuring the stabilization of national food security.In 2015,the Ministry of Finance and the Ministry of Agriculture of the People's Republic of China jointly issued the " Guiding Opinions on Adjusting and Improving the Three Agricultural Subsidy Policies",which merged the original "three agricultural subsidies" into agricultural support and protection subsidies(grain moderate scale operation subsidies and farmland force protection subsidies),and selected Shandong Province as one of the five pilot provinces to reform.With the process of the agricultural reform,cultivated land fertility protection subsidy as a part of agricultural support and protection subsidies,which accelerated the reform of grain circulation enterprises and the establishment of a new grain circulation system in Shandong Province.Besides,it also promoted the marketization process of grain prices.However,the small farmers is still the main organization of the agricultural production and management at present in Shangdong Province.The development of agricultural production is still faced with structural contradictions such as weak foundation,extensive management of resource consumption,and low proportion of new agricultural management subjects.In the background of the current policy of taking green as the overall plan and accelerating the sustainable development of agriculture.Shandong Province,as a major province of grain production in China,what effective measures they will take to implement its practical value deserves to be studied and discussedThis article takes cultivated land fertility protection subsidy reform in Shandong Province as the main body,by using the methods of field investigation,questionnaire survey method and interview method,comparative research method,case study method.I make empirical analysis with the help of relevant information,which based on my field research of Zaozhuang City,Taian City,Weifang City,Jinan City and other places in Shandong Province.This paper is mainly divided into five parts:the first part is the introduction,which mainly analyzes the background and significance of the research,the present research status at home and abroad,research ideas,methods and innovation.It also defines and explains the related concepts in the paper.The second part is to analyze the background and course of the reform of cultivated land fertility protection subsidy in Shando?ng Province,explain the policy background and realistic background of the reform,and analyze the historical process of the reform of cultivated land fertility protection subsidy in Shandong Province.The third part is to analyze the content of the reform of cultivated land fertility protection subsidy in Shandong Province at present.It mainly includes:the basic policies of the reform,including the object,basis,standard,target use and form of the subsidy;the basic links of the subsidy payment,including the process and guarantee mechanism of the payment;the use of fund balance of the cultivated land fertility protection subsidy,including the reasons for the formation of the surplus fund and the direction of their use.The fourth part analyzes the problems existing in the current cultivated land fertility protection subsidy reform in Shandong Province at present,mainly aiming at the problems existing in the three aspects of subsidy structure,subsidy management and the overall use of subsidy balance funds,so as to provide a good reference for the future reform and promotion.In the fifth part,aiming at the problems existing in the reform of cultivated land fertility protection subsidy,it puts forward the analysis of the corresponding countermeasures to focus on the aim of strengthening cultivated land fertility protection and ecological resources protection,and to promote the green development of Shandong cultivated land fertility protection subsidy.
