A Study On The Public Awareness Of The Subsidy Policy Of Cultivated Land Protection In X Township Of L City

People rely on food for their sake.For this reason,our country has issued a series of preferential policies related to direct grain subsidies in the form of the Central Document No.1 in 2004.The purpose is to better ensure the output and quantity of grain and satisfy China’s food demand.Cultivated land fertility protection subsidy policy started trial operation in 2015.It is a combination of the previous three agricultural subsidies.Its subsidy goal is not only to encourage people to increase food production,but also to encourage people to conduct moderate-scale operations,use more organic fertilizer,and protect cultivated land Ground force.The introduction of this policy represents China’s agricultural subsidy policy from incentive to functional change.Among the various agricultural benefit policies,the subsidy policy for the protection of cultivated land fertility is the agricultural subsidy policy with the longest time span and the widest impact on farmers.It is important for the development of China ’s agriculture to study related issues arising from the implementation of the policy and propose improvements.This article takes the subsidy policy of cultivated land fertility protection in X Township,L City as the object of investigation and research,and summarizes several concepts that have a causal logical relationship with the policy.First,the statistics and analysis of the implementation status of the arable land protection subsidy policy in the X township of L city in recent years are tried,and the problems faced by the current policy are tried to be proposed.Then through the questionnaire survey method,400 sample people in the X township of L city were used as examples to conduct an empirical investigation on the recognition.The content of the questionnaire is mainly divided into three aspects: cognition of policy content,cognition of the effect of policy implementation,and cognition of mass participation process.Use SPSS AU20.0 software to first analyze the reliability and validity of the questionnaire,and then statistically analyze the survey data.The survey on the awareness of the masses reflects the problems of the implementation of the subsidy policies for farming protection: the masses don’t understand the contents ofthe policy in depth,the participation of the masses in the policy needs to be improved,the ability of village cadres to perform their duties needs to be strengthened,the mechanism of policy communication and response needs to be improved,and the supervision and enforcement of Discipline Inspection Commission needs to be strengthened.Finally,based on the above-mentioned reasons for the problems in the implementation of the subsidy policy for cultivated land fertility protection,the specific countermeasures for improving the implementation of the subsidy policy for cultivated land fertility protection in the X township of L city are proposed: first,strengthen policy publicity and deepen the policy,such as optimizing policy publicity methods,To improve the general quality of the masses and publicity should be targeted;second,to increase the participation of the masses in policies,such as the implementation of the policy needs to be confirmed by themselves,and to play the role of mass supervision;third,to improve the ability of village cadres to perform their duties,such as strengthening cadre functions,job performance,and wages Linked;fourth,improve the policy communication response mechanism;fifth,give full play to the role of discipline inspection committees at all levels and strengthen supervision.
