| In the background of the rapid development of times,our economic development at the same time also presented opportunities and challenges.In our country,the farmers are the main group of society,occupying a large part of the total population,and became the main force that promoted the economic and social development.The farmland land protection subsidy is a support policy which implements subsidies to all the farmers who have contracted farmland and protected the quality of farmland through the special fund of the state finance.In addition,issues concerning agriculture,rural areas and farmers have always been one of the basic issues in China’s social economy.We should take these issues as the top priority in the process of development,properly handle rural affairs,improve relevant work systems,and enhance the working capacity of all parties,so that the vast majority of farmers can live a happy life.As a person who has been working in the grass-roots front line for a long time,the author has a personal experience of the implementation of the cultivated land fertility protection policy.Therefore,this paper takes farmers as the object,through visiting and issuing questionnaires,and takes S Town as an example to analyze the problems in the implementation process of the cultivated land fertility protection subsidy policy and the optimization path.This paper first introduced the concept of agricultural subsidy and farmland protection subsidy and analyzed the formation of the policy of agricultural land protection subsidy.Secondly,taking S Town as the research object,this paper analyzes the current situation and problems of the policy implementation in S Town by field investigation,questionnaire survey and literature research,and studies the advanced experience of foreign countries.Finally,the optimization path is proposed according to the problems and experience.First,we should improve the system of subsidy policies for the protection of cultivated land capacity,work out concrete and feasible working procedures according to the actual local conditions,and ensure that subsidies are issued on time and with high quality as required;The second is to improve the system and mechanism of farmland fertility protection subsidies.Departments should carry out effective communication and staff should strictly check the whole process to ensure that subsidies can truly fall into the hands of actual growers and ensure the implementation of policies in place.Third,we will make subsidies for the protection of arable land more targeted.According to local sales,we can give preferential policies to key crops to ensure that growers’ incomes increase.Fourth,improve the quality level of farmers,carry out the double level of education and professional skills guidance,guide farmers to self-study;Fifth,we will train professionals,fully mobilize their enthusiasm and raise their awareness of serving the people. |
