The Central Document No.1 has continuously focused on the ’three rural’ issues for many years.The state has implemented preferential agricultural policies to ensure food production and improve farmers’ income.with the development of modern agriculture,the long-lasting “three subsidies” policy has gradually shown a marginal diminishing effect.In this context,the State merged ’three subsidies’ into ’agricultural support protection subsidies’ in 2015,which are closely related to farmers.At the same time,in order to guide farmers to evolve to a moderate scale,the state encourages farmers to carry out land transfer to optimize the allocation of land resources.In this context,from the perspective of subsidies,it is of great theoretical and practical significance to explore how farmland fertility protection subsidies affect farmers’ willingness to transfer land.Focus on the analysis from four parts:First,combing the current situation of cultivated land protection subsidies and land transfer in Hunan Province,and analyzes the current problems of cultivated land protection subsidies;second,the theoretical analysis of cultivated land fertility protection subsidies affecting land transfer;the third is to empirically study the impact of farmland fertility protection subsidies on farmers’ willingness to transfer land based on micro-survey data;fourth,put forward suggestions to improve the subsidy policy to promote reasonable land transfer.At present,there are some problems in the current subsidy policy of cultivated land fertility protection in Hunan,such as unreasonable subsidy structure,insufficient scientific subsidy process,inadequate publicity and supervision,and imperfect use of funds.These problems will lead to inadequate policy implementation,unsatisfactory policy effect,and even violation of the interests of farmers,which is contrary to the policy objectives.According to the empirical results,the amount of subsidies,the difficulty of obtaining subsidies,the degree of understanding of the subsidy policy,the degree of satisfaction with the amount of subsidies,the impact of subsidies on life and the overall satisfaction with subsidies will have an impact on farmers ’ willingness to transfer land.The amount of subsidies and the difficulty of obtaining subsidies have a greater impact on farmers ’willingness to transfer land,which indicates that the current cultivated land fertility protection subsidies will affect farmers ’ willingness to transfer land to a certain extent.In order to promote the rational transfer of land,in view of the current subsidy policy,the following suggestions are put forward : clarifying the subsidy objects and standards,and innovating the subsidy form;strengthen the subsidy supervision mechanism,promote the integration of funds;improve the subsidy policy system,strengthen the policy linkage effect;strengthen policy propaganda and play a leading role in policy objectives.
