Research On The Problems And Countermeasures Of Cultivated Land Protection Under The Background Of The Reform Of "Three Separation Of Powers" In Agricultural Land

The 7th meeting of the Standing Committee of the 13 th National People’s Congress voted to adopt a decision to amend the rural land contracting law and legalize the rural land "three powers separated" system.The "three powers separation" policy puts forward the separation of contracting rights and management rights,which is more conducive to protecting farmers’ property rights,forming large-scale operations,and promoting the development of modern agriculture,which has a positive impact on the protection of cultivated land.This article takes District J in Jiangmen City as an example,and uses questionnaire surveys and interviews to investigate the villagers’ perception of the reform policy of “three powers separated ” and the willingness to protect farmland.Prediction,analysis and evaluation of the impact of the “separation” reform on cultivated land protection.The study found that if the“three rights separation”of agricultural land is implemented,the clearer division of rights will help protect the farmers ’property rights,thus dispelling most farmers’ concerns about the method of transfer of cultivated land and the object of transfer,which will make farmers ’income It is expected to be more stable and the choice of disposal of cultivated land will be more free.At the same time,if the “ three rights separation” of farmland is implemented,the farmer ’s disposal of farmland is more free,which will promote the transfer of farmland to a certain extent,which will help to form large-scale management of farmland and promote modern agriculture.Development has played a positive role in protecting cultivated land.The study found that if the“three rights separation”of agricultural land is implemented,how to promote the transfer of cultivated land,protect the interests of the transferring party and the transferring party,and at the same time form constraints on the actions of both parties are key.Therefore,the research puts forward three relevant countermeasures for improving government management,service system and compensation system.
