A Study On The Implementation Dilemma Of Farmland Fertility Protection Subsidy Policy

Agriculture is the foundation of the national economy,focusing on agriculture and consolidating this foundation is the foundation of securing the people and the key to governing the country.In recent years,the CPC Central Committee and The State Council have attached great importance to the issue of "agriculture,rural areas and farmers",and introduced a series of policies to support agriculture and benefit agriculture to promote agricultural supply-side structural reform maintain the stable development of agriculture while improving the comprehensive efficiency and competitiveness of agriculture.This includes protecting agricultural production,ensuring food security and safeguarding farmers’interests through agricultural support and protection subsidy policies.In May 2016.through the relevant policy documents issued by the Ministry of Finance and the Ministry of Agriculture,the original direct subsidies,comprehensive subsidies for agricultural materials and subsidies for improved seeds were merged into the "agricultural support and protection subsidies" and implemented nationwide.The core of the policy is the subsidy policy for farmland land protection.By linking the subsidies directly distributed to farmers with the protection of cultivated land fertility,the policy encourages innovative ways and methods,takes the green ecology as the guidance,takes the initiative to protect cultivated land fertility,improves the awareness of agricultural ecological resources protection,consciously promotes the improvement of cultivated land quality,and realizes "storing grain in the land".After five years,the subsidy policy of cultivated land protection has been implemented nationide.and an effective system for implementing the policy has been gradually constructed.and the quality and quantity of cultivated land in our country has been gradually improved.However,the emergence and development of new things are always accompanied by some obstacles,and some problems are gradually exposed in the implementation process of the subsidy policy of cultivated land fertility protection,such as the disengagement between the central macro-design and the specific lo cal implementation,and the implementation effect of the subsidy policy of cultivated land fertility protection is difficult to evaluate,etc.Therefore.It is necessary to take the implementation dilemma of farmland fertility protection subsidy policy as the research topic to carry out specific analysis and detailed discussion.This dissertation mainly adopts the literature research method and case study method.Firstly,it reviews the related research on farmland protection policy and farmland fertility protection subsidy.Secondly,on the basis of public policy evaluation theory,system change theory and incentive theory,the implementation of farmland land protection subsidy policy is analyzed.In order to understand the background,improvement trend and current implementation of the cultivated land fertility protection subsidy policy,this paper combs the development process of the cultivated land fertility protection subsidy policy in Chapter three,and understands the connotation and significance of the cultivated land fertility protection subsidy policy from the macro level.Then,from the macro to the micro,from the central to the local,the paper focuses on N town to carry out the implementation of farmland land protection subsidy policy dilemma discussion.The current implementation dilemma of N town is mainly composed of internal problems and external pressure in the process of policy implementation.The internal problems are mainly reflected in the difficulty of mobilizing the enthusiasm of the main body of policy implementation,the specific subsidy amount is not in place,and the difficulty of implementing policy assessment and evaluation.On the other hand,the external pressure is mainly manifested as the serious problem of soil pollution caused by human activities,the lack of professional and technical support leads to the difficult problem of governance,and the lack of policy publicity leads to the difficulty of building the public opinion atmosphere.Finally,the paper puts forward corresponding solutions according to the implementation dilemma faced by N town.The subsidy policy of cultivated land protection is an important agricultural subsidy policy in China,which is significant in protecting cultivated land,improving cultivated land quality,and developing green-oriented ecological agriculture.The analysis and discussion of the implementation dilemma of the policy is conducive to timely understanding the implementation of the policy measures and the implementation effect of the policy,and timely feedback,so as to continuously improve the policy and truly play the role of policy subsidies in improving the quality of cultivated land.Through case analysis of the implementation of the subsidy policy of cultivated land fertility protection in N Town,this paper found the difficulties faced in the policy implementation process and analyzed the reasons,and put forward relevant optimization suggestions,hoping to provide some new ideas for the government to promote the implementation of the subsidy policy of cultivated land fertility protection.
