Research On Poverty Alleviation Of Beef Cattle Industry In Fengdu County

The basic strategy to poverty alleviation is through production.Poverty alleviation through relocation of inhospitable areas and ecological compensation needs to develop industries and achieve long-term and stable income growth.Without industrial poverty alleviation,we will not be able to win the battle against poverty in an all-round way,let alone achieve rural industrial prosperity.Under precise horizon for poverty alleviation,development production of a group of poverty in precisely practical strategy for poverty alleviation,"a group of five",the party committees and governments at all levels based on the traditional local production,resource endowment and comparative advantage,utilize "One county,one industry," "one village,one product" and other measures to help poor people get rid of poverty in the immediate vicinity,and guide poor people to create a better tomorrow with their own hands.Under the country revitalization of dimension,"Industrial prosperity" is also placed at the top of the 20-words general requirement for rural revitalization,The Opinions of the Central Committee and the State Council on The Implementation of Rural Revitalization Strategy points out that to achieve rural revitalization,getting rid of poverty is the prerequisite and industrial prosperity is the key,which reflects the important position of development industry in the poverty alleviation and rural revitalization.The fight against poverty is coming together,as an anti-poverty practice with Chinese characteristics,industrial poverty alleviation will also be turned to industrial revitalization.Therefore,it has become an important task for party committees and governments at all levels and relevant researchers to study the effect of industrial poverty alleviation in the new period and provide references for industrial revitalization.Fengdu County is the represent and epitome of Chongqing's "big rural area,Dashan area and great reservoir area",as the former state-level poverty-stricken county and the pilot county of poverty alleviation and development in Wuling Mountain area,it is one of the 18 key areas and counties of poverty alleviation in Chongqing,there are a total of 73,200 registered poor people.Therefore,getting rid of poverty and increasing income has become the primary task of county party committee and county government.At the very beginning of poverty alleviation,Fengdu county took industrial poverty alleviation as an important way and core support to achieve precise poverty alleviation,focusing on the principle of "getting rid of poverty in the current period and getting rich in the long term",a "1+6+X" poverty alleviation industrial system dominated by beef and cattle industry is established,has established one state-level leading enterprise and five city-level leading enterprises,developed 55 county-level agricultural enterprises,more than 2,100 specialized breeding cooperatives,and more than 1,900 family farms.The transfer of 455,000 mu of land has helped 57,000 poor people steadily lift themselves out of poverty and increase their incomes.In practice,due to its development foundation and comparative advantages,the beef and cattle industry affect 40% of the poor people in the industrial poverty alleviation system of Fengdu County,playing an important role in achieving population poverty reduction and promoting regional development.However,a series of problems affecting the poverty alleviation also arise.Based on this background,this paper takes the leading beef and cattle industry in the poverty alleviation system of Fengdu County as an example,defines industrial poverty alleviation and other related concepts,analyzes and integrates industrial organization theory,capacity poverty theory,benefit-poverty growth theory,targeted poverty alleviation theory and related research,visited and investigated the beef cattle industry authorities,leading enterprises,professional cooperatives and poor households in Fengdu County to collect specific data.Through the specific description and analysis of the reality,effectiveness,practice mode and typical cases of poverty alleviation in beef and cattle industry,it is found that the beef and cattle industry in Fengdu County has decreased emphasis,project implementation mode and target deviation under the bureaucratic promotion system,and problems including the lack of driving ability,the lack of subjectivity of the working poor,the self-development ability of the poor and the investment restriction.Finally,this paper puts forward some corresponding strategies and suggestions,such as strengthening the leading position of beef and cattle industry,strengthening the policy guarantee ability of beef and cattle industry in poverty alleviation,improving the precision of projects and funds to benefit poverty,enhancing the comprehensive poverty alleviation effects among poverty alleviation subjects,and improving the self-development ability of the poor population.
