Study On The Countermeasures Of Forestry Ecological Poverty Alleviation In Shanxi Province

On March 6,2020,General Secretary Xi Jinping delivered an important speech at a symposium on securing a decisive victory in poverty alleviation.Local governments are urged to speed up efforts in lifting the 52 poor counties and 1,113 villages out of poverty,and the State Council Leading Group office of Poverty Alleviation and Development should strengthen supervision to tackle the toughest problems.Local governments should stay focused to conquer hardships.As of 2019,41 counties in 58 poor counties in Shanxi Province had been lifted out of poverty,and all poor counties must be lifted out of poverty in 2020 to achieve the goal of building a moderately prosperous society in all respects and entering the track of rural revitalization.The remaining 17 counties face severe poverty alleviation situation,with a large number of poor people,a wide range of poverty-stricken areas,a deep degree and low efficiency in poverty alleviation.Desertification and soil erosion are serious in these areas,and the fragile ecological environment leads to increased poverty.Therefore,development must be considered from the perspective of protecting and improving the ecology in the coming work of poverty alleviation.The forestry ecological poverty alleviation can not only improve the ecological situation and improve people's production and living standards in the poverty-stricken areas,but also promote the sustainable development of the poverty-stricken areas after they have been lifted out of poverty and ensure that the poor do not return to poverty,it will lay a solid foundation for the transformation from eliminating absolute poverty to solving relative poverty,thus promoting rural revitalization.This paper first defines the connotation of forestry ecological poverty alleviation from a theoretical perspective,and elaborates the advantages of forestry ecological poverty alleviation in sustainable development,promoting green development,and realizing harmonious coexistence between humans and nature.Secondly,it analyzes the feasibility of forestry ecological poverty alleviation from the status quo of forestry ecological resources in ShanxiProvince,and summarizes the measures and effects of ecological poverty alleviation through afforestation,compensation for turning marginal farmland to forests and grasslands,hiring rangers,improving quality and efficiency of economic forests,and enriching people by characteristic forest industry.It is found that there are some problems in the ecological poverty alleviation of forestry in Shanxi,such the lack of forestry ecological poverty alleviation concepts,the lack of asset income of the poor,low participation in social poverty alleviation,slow project effectiveness,lagging development of the forestry ecological industry,and insufficient internal impetus of the poor.Finally,according to the problem,this paper studies the countermeasures of forestry ecological poverty alleviation,including establishing the assessment mechanism of ecological poverty alleviation,increasing the asset income of the poor,integrating the resources of forestry ecological poverty alleviation,promoting infrastructure construction actively,planning poverty alleviation projects rationally,using modern methods to diversify forest resources and stimulating internal impetus of the poor.In order to improve the effectiveness of forestry ecological poverty alleviation in Shanxi Province and similar areas in the future,it has certain reference value and significance,and promote the smooth connection between poverty alleviation and rural revitalization.
