Study On The Social Security System Of Guangdong Coastal Fishermen

No land security,production conditions and vulnerability to natural disasters,resulting in the fishery of the high risk,high investment characteristics.In recent years,with the development of the industrial expansion of marine fishery resources,rapid decline,rising oil prices,the fishermen for convention,the law of the sea in Japan,Korea fishery agreement,coastal industry,port industry development the occupation of the sea area,pollution caused by space operations have been seriously squeezed,serious deterioration of living conditions.All of these make fishermen to become most in need of social protection groups.Guangdong province is rich in marine resources and fishery is an important industry,coastal fishermen are numerous,but the degree of attention they were far from enough in recent years.The government issued a series of policies to protect marine resources,such as to limit fishing.And some international organizations of various protective measures for marine development,resulting in Guangdong fishermen fishing areas can be greatly reduced,many fishermen appeared the phenomenon of unemployment unemployed have brought is poverty.Due to the reduction of fishing income the family poverty increased dramatically,the urgent need for the government and social assistance.This paper consists of six chapters.The first chapter is introduction.Introduces the research background and significance,research status,research methods and contents.The second chapter introduces the related theory of the thesis.The definition of coastal fishermen and social security,expounds the contents and theoretical basis of the social security system.The third chapter analyzes the current situation of social security of Guangdong coastal fishermen.The fourth chapter analyzes the existing social security system of Guangdong coastal fishermen,found mainly in the following aspects:social assistance system is not perfect,the social insurance system needs to be improved,fishermen’s minimum living security system is not established,the lack of effective supervision and management of social security Carries on the analysis,and the causes for the problems.The fifth chapter introduces the exploration of domestic and foreign fishermen social security system,learning the successful experience.The sixth chapter is put forward countermeasures and suggestions to solve these problems to improve the social security system of Guangdong coastal fishermen,including perfecting the construction of social assistance system for fishermen,fishermen,perfect social insurance system construction of a fisherman basic life guarantee system,the establishment of fishermen social security supervision mechanism.
