Study On The Resettlement Security Policy For Returned Fishermen In The Yangtze River Basin

In the context of the rapid degradation of the ecological function of the Yangtze River basin and the implementation of the policy of prohibiting and returned fishing in the Yangtze River,in May 2021,the Ministry of Human Resources and Social Security,the Ministry of Agriculture and Rural Affairs and other departments jointly issued the "Notice on the Implementation of the Action to Promote the Resettlement and Security of Returned Fishermen in Key Waters of the Yangtze River Basin",and the resettlement and security of returned fishermen received high attention from all provinces and cities,All provinces and cities have introduced a series of supporting measures and programs around the resettlement security task of returned fishermen.The resettlement security policy for returned fishers in the Yangtze River basin is an important part of the policy system for prohibiting and returned fishing in the Yangtze River.At present,with the completion of the work of returned fishers from fishing areas to shore,it is of great theoretical significance and practical guiding value to systematically study the current situation of the supply of the resettlement security policy for fishers and comprehensively analyze the implementation effect of the resettlement security policy,It is of great significance to optimize the resettlement security policy of the returned fishermen and realize the sustainable livelihood of the returned fishermen.This study combines the relevant theories of public policy analysis and follows the technical route of "supply-evaluation-optimization" of policy analysis to study the supply status,implementation effect and optimization suggestions of the resettlement security policy for returned fishermen in the Yangtze River basin.Specifically:At the level of policy implementation effect,select the two dimensions of "livelihood transformation results of returned fishers" and "policy satisfaction" to study the implementation effect of the resettlement security policy for returned fishers,and explore the key factors affecting the improvement of policy implementation effect.First of all,based on 1501 follow-up survey questionnaires of returned fishers in the Yangtze River basin,this paper combed the current situation of the livelihood of returned fishers using the theoretical framework of livelihood capital,and found that returned fishers faced difficulties in the transition from "water surface" to "shore",such as difficulties in employment,income decline,weak sustainability of livelihood,difficulties in social integration,and other transformation difficulties,and made in-depth analysis of the reasons behind the difficulties.Secondly,in terms of policy satisfaction,based on 1269 online survey questionnaires,it is found that the overall satisfaction of the fishermen returned from fishing in the Yangtze River basin with the resettlement security policy is relatively high.At the same time,the satisfaction of the fishermen’s policy is related to the type of fishermen,the type of re-employment occupation,the income comparison before and after returned from fishing,and the various livelihood capital of the family.Based on the research results of the livelihood transformation and policy satisfaction of the returned fishers,the key factors that limit the improvement of the implementation effect of the resettlement security policy for the returned fishers in the Yangtze River basin are summarized: first,the applicability and targeting of the resettlement security policy;The second is the livelihood capital of the families of returned fishermen.Based on the conclusion of the analysis of the supply situation and the implementation effect of the resettlement security policy for the returned fishermen in the Yangtze River basin,the policy optimization suggestions are put forward from the aspects of the improvement of the policy system and the improvement of the policy implementation effect.In terms of policy system construction: promote departmental cooperation,strengthen public participation,and optimize the structure of policy tools.In terms of the improvement of restrictive factors of the implementation effect of the policy: improve the applicability and targeting of the resettlement security policy for returned fishers and pay attention to improving the livelihood capital of the families of returned fishers from multiple perspectives.
