Research On The Problems And Countermeasures Of Voluntary Service Organizations Participating In The Reemployment Of Fishermen In The Yangtze River

With the rapid development of China’s economy,the number of fishing boats and fishermen ranks first in the world.Both marine and inland fishery resources have been overexploited and overfished.Coupled with serious water pollution,fishery resources are in danger of depletion.Due to the over exploitation and utilization of fishery resources in the Yangtze River Basin,the living environment of aquatic organisms in the Yangtze River has deteriorated,the biodiversity index has continued to decline,and the resources of rare and endemic species have declined in an all-round way.The Yangtze River Basin has fewer and fewer fishery resources,fewer and fewer fish,fishermen have less and less money,and the ecological environment is getting worse and worse,entering a vicious circle.In order to protect fishery resources and promote sustainable development,the tenyear fishing ban on the Yangtze River has been fully implemented in the past two years.At present,the work of returning fish has been basically completed.After the ban was implemented,the employment of 231000 fishermen along the coast has become a major problem.Local governments have been promoting industrial development,encouraging employment,supporting entrepreneurship and helping Yangtze River fishermen find new jobs.However,limited by fishermen’s own factors,the effect is not very ideal.Since the reform and opening up,China’s voluntary service has been developing,the team has been growing,and the level has been improving day by day.Voluntary service has become a part of the national governance system.It undertakes the important task of solving the problems of social people’s livelihood and plays a role in bridging the gap of social public services.The reemployment of fishermen is a major and complex livelihood project.The efforts of the government alone are far from enough.More people with ideas,abilities and skills are needed to join them to help the Yangtze River fishermen reemploy continuously and effectively.Taking the great protection of the Yangtze River as the background,this paper studies the problem of voluntary service organizations assisting the reemployment of fishermen in the Yangtze River by using the research methods of literature analysis,questionnaire survey,interview and case analysis.This paper establishes the research perspective of collaborative governance theory and public participation theory,analyzes and summarizes the current situation and problems of fishermen in the Yangtze River.This paper introduces the overall situation of Yangtze River fishermen’s reemployment voluntary service organizations from three aspects: regional perspective,organizational perspective and participation perspective,and selects three typical projects for specific practical analysis.According to the current situation of Yangtze River fishermen’s transition and the overall situation of the participation of Yangtze River fishermen’s voluntary service organizations,this paper summarizes the problem of less public participation in the process of Yangtze River fishermen’s transition,and analyzes it from three aspects: the absence of voluntary service and the absence of government voluntary service.In view of the existing problems,this paper analyzes the deep-seated reasons: the lack of awareness of public participation in voluntary service,the inaccurate positioning of the government in voluntary service,and the lack of self-development ability of voluntary service organizations.Finally,in view of the existing problems and reasons,it is proposed to strengthen the public’s attention to the participation of voluntary service organizations,improve the government’s management of voluntary service,and improve the self-development ability of voluntary service organizations.
