This thesis takes the " 10-year fishing ban" in the Yangtze River and the gradual depletion of fishery resources as the background,and the social security problems of the fishermen who quit fishing as the breakthrough point to deeply analyze the current situation of Chinese fishermen who quit fishing.While the Yangtze River fishing ban has been vigorously promoted and achieved phased results,the number of fishermen who have withdrawn from fishing is increasing day by day.Since the fishermen themselves live by the sea and live in the seaside or sea all the year round,once they withdraw from fishing,it will be difficult to guarantee their basic life,damage their personal interests,and intensify social conflicts in the fishing area.At this time,the fishermen should be allowed to withdraw,stabilize and become rich.It has become an urgent issue for the country to guarantee the "ashore" life of the retired fishermen.Building a social security system for retired fishermen is conducive to cracking the dual structure of urban and rural areas,narrowing the gap between urban and rural areas,promoting the construction of a harmonious society in fishing areas,and alleviating the contradictions and problems caused by aging fishing areas.Based on the current living and production conditions of retired fishermen and the experience of foreign countries in building a social security system for fishermen,this thesis analyzes the necessity and feasibility of building a social security system for retired fishermen,and proposes a relatively perfect social security policy in view of the current social security policies for retired fishermen,so as to achieve the basic goals of living security and employment for retired fishermen.This thesis first explains the definition of retired fishermen and social security,and then provides a solid theoretical basis for the construction of the social security system of retired fishermen according to the three theories of Maslow’s needs,human rights protection and common prosperity.In this thesis,the two groups of fishermen and farmers are compared to highlight the weakness of fishermen,so as to reflect the necessity of building a social security system for fishermen who have returned to fishing.This thesis focuses on the current situation of social security policy of retired fishermen in Zhoushan City.Before this,through analyzing the existing policies in various places,and specifically discussing all the contents of the current social security of retired fishermen,taking the essence,innovating,and providing rich practical experience for improving the social security policy of retired fishermen in Zhoushan City.The main body of social security is the government.In the process of building the system,we must fully understand the position and role of the government in the construction,and effectively perform the basic social security responsibilities of the government.The establishment of social security for fishermen who have returned from fishing should be given priority to priority and must be carried out under the conditions of ensuring the basic living conditions of fishermen who have returned from fishing.To create a strong social security system for fishermen who have retired from fishing in Zhoushan,so that fishermen have no worries,old people have access to care,medical care and happiness,and further improve the policy system,so as to promote the harmonious development of fishing areas and promote the overall development of urban and rural areas.
