With the quality power strategy,the “Belt and Road” initiative,and the strengthening of the resource and environmental constraints on China's economic development,as an important part of the national quality infrastructure system,construction quality and operation management quality of engineering projects play a vital role in accelerating the standardization of engineering quality management,improving the management level of engineering projects and achieving intensive growth of quality efficiency.A project is a formal and stable command-type cooperative relationship established by a number of temporary organizations relying on market contracts,limited rationality and opportunistic behavior,in the process of project cooperation,there are many problems such as gouging,adverse selection and moral hazard.According to the traditional principal-agent theory,strict contract terms,rules and regulations should be designed to limit the “responsibility,right and benefit” of the parties in the process of construction project cooperation in order to avoid the practical problems mentioned above.However,engineering projects exhibit typical characteristics such as fragmentation,engineering complexity and variability,at the same time,the process of construction execution is essentially a multi-level and multi-dimensional project cooperation with different strategic objectives,different organizational culture and special engineering technology.Engineering project is rooted in complex social environment,and has the attributes of temporary contract organization and the typical characteristics of temporary social network organization.Due to the incompleteness of the formal contract,it is impossible to design the perfect contract terms in the course of the project cooperation,inter-organizational relationship governance(IRG),as an auxiliary mechanism of formal contract under China's complex situation system,provides a good theoretical support for governance and quality performance improvement of construction projects.According to network relation theory,resource-based theory and project management theory,the implementation and cooperation of engineering projects is the result of the interaction of resources,capabilities and technologies of heterogeneous organizations with different backgrounds in the context of inter-organizational networks,the establishment of a close inter-organizational relationship among the stakeholders involved in the project is of great importance to the smooth implementation of the project and the improvement of the project quality and performance,the achievement and promotion of quality performance of engineering projects with high interaction and high synergy require engineering enterprises to focus on the design of organizational practices and relationship management rules.As an auxiliary mechanism of formal contract regulation,inter-organizational Relationship Governance has become an important strategic choice to promote the development direction and quality of inter-organizational relationship to positive externality.At the same time,inter-organizational relationship governance can catalyze the dispersion and fragmentation of resources in temporary inter-organizational relationship of engineering projects to break organizational boundaries for efficient aggregation,to solve the problem of relationship risk caused by moral hazard and opportunism.With the continuous construction and dynamic evolution of the relationship among the main partners of the project,the focus of project implementation is a dynamic evolution process of resource awareness and access to a more specific project cooperation agenda caused by engineering design and construction changes.In order to achieve the strategic objectives and quality performance of construction projects,the quality of cooperation is considered to be the key path to determine the effectiveness and efficiency of construction projects.The quality of cooperation in engineering project is the collective reflection of the cooperation level,cooperation degree,cooperation performance and the willingness to contribute and sacrifice resources.Scholars at home and abroad have studied the connotation,evaluation and promotion of project quality performance from different perspectives such as resource-based theory,contract theory and principal-agent theory,some scholars also study the quality performance of engineering project and public project from the variables of trust and relationship quality,discuss the influence mechanism of inter-organization Relationship Governance on quality performance,and get many valuable research results.However,existing studies only focus on the impact of a single relationship governance dimension on quality performance,ignoring the nature of the complex relationship between multi-subjects in the process of construction and the relationship governance of construction projects,which aims at creating a high-level cooperative atmosphere among multi-stakeholders and then affecting the quality and performance of projects,few researchers focus on the quality of cooperation as an intermediary variable and focus on the field of construction projects.This study constructs a conceptual model between inter-organizational relationship governance,cooperation quality and project quality performance,and puts forward relevant research hypotheses.In order to test the conceptual model and research hypothesis,Amos and SPSS were used to analyze the data,BOOTSTRAP nested structural equation model was used to explore the mediating role of cooperation quality between inter-organization Relationship Governance and project quality performance.At the same time,this study selects three engineering project cases for multi-case study,and draws a conclusion through comparative analysis,the result further tests the conceptual model and research hypothesis.Through the combination of various research methods,the study attempts to reveal the influence mechanism and efficiency mechanism of the inter-organizational relationship governance to promote the cooperative quality construction among the participants of engineering projects,and to enhance the quality performance of engineering projects,it provides theoretical support for improving the quality performance and ensuring the realization of the benefits of engineering projects.
