Research On Quality Governance Mechanism Of EPC Projects

To explore the reform of China’s capital construction management system,construction project organization,and implementation mode,cooperate with the "Go globally" strategy,"The Belt and Road" initiative and implement the Supply-side Structural Reform of the construction industry,the country has vigorously promoted the EPC mode in recent years.However,how to guarantee and improve the quality of EPC projects under the existing system is beyond the scope of traditional project management theory,which seriously affects the quality of EPC projects and the advantages of EPC mode.Therefore,there is an urgent need to establish an project quality governance mechanism adapted to the EPC model.This thesis intends to build a model of project quality governance mechanism adapted to the EPC model in China based on project governance theory and qualitative research method of constructive rooting theory in the context of EPC projects.On this basis,the logical relationships between different governance levels and the impact on the quality governance performance of EPC projects were verified through questionnaire surveys and empirical statistical analysis.The main contents and results of this study are summarized.(1)Building a model of EPC project quality governance mechanism.On the basis of literature review,constructing grounded theory approach was used to study five EPC projects in China,identify the key elements of different governance dimensions,explore and analyze the implied logical relationships among the categories in the governance mechanism of EPC projects,and construct a framework for the quality governance mechanism of EPC projects.The results show that the EPC project quality governance mechanism consists of four dimensions:administrative governance,industry governance,internal project governance,and EPC project quality governance performance.(2)An empirical study on the quality governance mechanism of EPC projects.With the help of SPSS 24.0 software,data analysis was conducted by statistical analysis methods,including exploratory factor analysis,reliability test,correlation analysis and mediating effect test,to explore and verify the interrelationships between different governance levels in the EPC project quality governance mechanism and the mechanisms affecting the quality governance performance of EPC projects.The results of the study show that administrative governance,industry governance and internal project governance all act directly with EPC project quality governance performance;administrative governance has a positive influence on EPC project quality governance performance through industry governance and project internal governance.(3)The strategy of EPC project quality governance.Based on the results of qualitative and quantitative research,the major dilemmas of EPC project quality governance at the current stage were analyzed and discussed,and the strategies for improving EPC project quality governance performance were proposed at three levels:administrative governance,industry governance and internal governance of EPC projects.The research results not only enrich the theoretical system of project quality governance in China,provide important theoretical basis,reference suggestions for the healthy development of EPC mode,but also have important practical significance for relevant government departments,industry associations,construction units and EPC general contractors to carry out EPC project quality governance.
