| Currently,the speed of urbanization in our country is constantly accelerating,and the level of social development is constantly increasing too.Urban-rural planning has an irreplaceable role and status in many aspects such as promoting urban-rural construction,promoting urban-rural economic development,improving rational use of land resources,improving the urban-rural environment,ensuring urban-rural security,and protecting natural and cultural heritage.The scientific and rational compilation and implementation of urban-rural planning is the guarantee of economic and social stability and prosperity.In recent years,the importance of China’s urban-rural planning has been widely recognized by the society.However,as a discipline advancing with the times,there are still some problems existing in its development.Local governments should attach great importance to the role of urban-rural planning.The urban-rural planning should be compiled scientific and rational,implemented flexible and efficient.To brainstorming solve the existing problems in the process of planning and implementation without frustration and waste,and truly achieve a blueprint.On Oct.29 th,2015,General Secretary Xi Jinping’s speech at the second plenary session of the Fifth Plenary Session of the Eighteenth Central Committee of the Party clearly put forward the development concept of innovation,coordination,greenness,openness,and sharing.The new development concept points out China’s development thinking,development direction,and development focus during the Thirteenth Five-year Plan period and beyond.The new development concept requires urban-rural planning and construction to achieve "ecological priority,green development","smart growth and intensive development".However,in Reality,in urban-rural planning,the ecological layout of production and living is coordinated,in which land utilization and urban characteristics still need improvements.There are still some problems with the aspects of forward-looking,effective,restrictive and authoritative.There are still many areas that need to be improved in how to compile local urban-rural planning with high quality and how to guarantee the implementation of urban-rural planning.This paper explains the theoretical basis formed during the emergence and development of urban-rural planning,and analyzes the current status of urban planning and implementation in Hongze District.This paper also sorts out the problems existing in the development of urban-rural planning in Hongze District and the reasons for these problems.Starting from the actual situation of urban-rural planning and development inHongze District,through the study of current natural resources,economic development status,ecological environment,and industrial development,some suggestions are proposed for problems existing in compilation planning in Hongze District such as the urban positioning,development concepts,and specific measures,etc.Combined the characteristics of planning management and the requirements of administrative review and approvals reform in Hongze District,it provides a path for optimizing the planning review and approval and improving planning supervision mode.It is believed that Hongze District must seize the opportunity of the forthcoming land spatial planning,strengthen the positioning of the main functions,optimize the land spatial development layout,and make urban-rural planning the maximum productivity of social development in Hongze District and the greatest guarantee of comprehensively building a well-off society. |
