EPC(Engineering Procurement Construction)is the major mode adopted in China's Nuclear Power Projects(NPP)management,which emphasizes the leading position of design in the whole construction process.In the management of nuclear power EPC project,quality is the major control objective,and the key of which is design quality.Among all the NPP design specialties,the planning scheme of General Layout Design varies greatly with different NPP.Further,the work of General Layout Design runs through the whole NPP construction cycle.Due to the direct affection of the accomplishment of all the nuclear power EPC project objectives,the quality of General Layout Design scheme should be paid great attention to.This research focuses on General Layout Design management in nuclear power EPC projects,and takes the systematic and programmatic management method of design quality as object.Considering the demand of practical work,the management objective is to improve the quality of design products.By reviewing the contents and procedure to research the present situation and the features of General Layout Design with process analysis method,and two characteristics are found out,which are the numerous related parties and the numerous design documents and drawings.Based on the characteristics of the present situation and the quality problems of NPP,two actual quality problems in design are found out,which are the communication problems between General Layout Designer and the site staff and the high error rate of checking and reviewing of the design drawings in recent years.According to the principle of 5M1E,the research draws up a correlation chart to analyze the causes of quality problems,and then formulates measures for the causes respectively,and researches the solutions.The management plans to improve design quality include: formulating important nodes control tools,improving communication procedure with the site,promoting the use of reviewing checklist of design documents and drawings,issuing general regulation for design documents and drawings checking and the overall implementation of experience feedback system.Finally,the design quality and design management level of General Layout Design specialty have been improved during the implementation of the quality improvement plans above.A set of management process is also developed and solidified.After the implementation,the above plans are applied in nuclear power EPC projects.The effects have been verified by two cases: Case 1-The determination of construction scheme of dredging passage of foundation pit in project T: Benefited from the effective communication procedure and important nodes control tools,the communication problems between General Layout Designer and site staff which had occurred many times before have been avoided.Case 2-The statistical investigation of design drawing checking and reviewing cards in a period of time: by the implementation of standardized and institutionalized management methods of checking and reviewing,the error rate of documents and drawings in General Layout Design is significantly reduced.The two cases above verify the importance of management promotion plans in improving quality of General Layout Design,also the fine application prospect of systematic and programmatic method of design quality management in nuclear power EPC projects.
