With the development of the times,human resource managemen t has been paid m ore and more attention by enterprises,and has become the key to improve the core competitiveness of en terprises,which affects the survival,development and continuous growth of enterprises.Performance appraisal is the core of human resource management and plays a great role in enhancing the competitiveness of enterprises[1].Grass-roots employees are the most active and important human resource capital in the development process of an enterprise.How to effectively improve the performance level of grass-roots employees through performance appraisal,promote the standardization of enterprise management and maintain the healthy and sustainable development of enterprises has become a problem worthy of study.This paper first expounds the concept and theoretical basis of performance appraisal,and analyzes the common performance appraisal methods and advantages and disadvantages.Based on the research object of grass-roots staff of Shaanxi W Garden Company,this paper attempts to introduce the theory and method of performance appraisal into the grass-roots staff appraisal system,and carries on the feasibility and its system design and the practice application question,also analyzes and explains the feasibility,necessity and importance of using the performance appraisal system,puts forward the application principle and the garden business project operation characteristic,and improves the performance appraisal system of Shaanxi W Garden Company.An improved performance appraisal system is a KPI performance appraisal system aimed at improving performance and behavior performance.In order to ensure the effective implementation of the improvement program,this paper also puts forward the guarantee mechanism for the implementation of the performance appraisal scheme,including the safeguard measures of thought,organization,system and so on.Based on this paper,the guarantee conditions and strategies for the improvement of performance appraisal system of grass-roots employees in Shaanxi W Garden Company are put forward.It is feasible to impr ove the performance appraisal system of grass-roots employees the research has not only theoretical value,but also practical application value.
