Abstract/Summary:
The electric power industry’s reform,coupled with the swift growth of China’s social economy,has caused power supply enterprises to confront a shifting market landscape and intense rivalry.In order to find a wayout for China’s power supply enterprises in the new situation and environment,powersupply enterprises can only find a way out in the increasingly fierce marketcompetition by continuously improving their management level,optimising theirperformance management system and establishing a new performance managementsystem that suits their actual situation.State Grid Fusong Power Supply Company,a county-level subsidiary of State Grid,serves as the foundation for the attainment of its strategic objectives.The company has afull-calibre workforce of more than 214 employees,with 108 regular employees,distributed at the leadership level,skill-specific level and grassroots level,of which95 are grassroots employees,and the main coverage group of performance isgrassroots post employees.The most critical factor in the company’s growth is the work performance of its grassroots staff,which directly impacts production and operational efficiency.This staff is responsible for guaranteeing the safety and stability of the power grid,equipment,customer service,and other essential elements.Despite the implementation of performance management,there remain major issues with the company’s grassroots staff,such as inadequate performance indicators,a lack of communication and counselling,a focus on assessment outcomes rather than the process,and formalised performance feedback.In order for the company to surviveand develop better,there is an increasingly urgent need to establish an effectiveperformance management system for grassroots staff to ensure that the company canfind a way out in the reform of the power industry.This paper systematically examines the current research findings of performance management,examining theories both domestically and internationally,and then elucidates the performance management process.Through questionnaires and interviews,the current state of performance management at State Grid Fusong Power Supply Company is comprehended and the issues and sources are systematically examined,with the primary causes being a lack of focus on performance management,misapprehension of performance assessment and performance management,and an inadequate utilization of performance assessment results.State Grid Fusong Power Supply Company has crafted a performance management system based on the four aspects of performance management-planning,coaching and monitoring,assessment and evaluation,and feedback and application-to create a successful system for their grassroots employees.Additionally,the company has developed a performance management system based on the designed performance management system and developed corresponding performance management systemimplementation points and safeguards to ensure that the company’s performancemanagement system for grassroots employees can be effectively implemented.There are more than 214 full-caliber employees and 108 formal employees in Fusong Power Supply Company,which are distributed at the leadership level,management level and grassroots level,including 95 grassroots employees.The maincoverage group of performance is grassroots employees.Despite the implementation of performance management in the company’s grassroot personnel,there remain major issues such as inadequate performance indicators,a lack of communication and guidance,a focus on results over process in appraisal,and the formalization of performance feedback.Through furtheranalysis of the problem,it is concluded that the emphasis on performancemanagement is not enough.The State Grid Fusong Power Supply Company’s grass-root employees,with their performance management issues,must be addressed.thestrategic objectives of the State Grid Corporation,the company ’s job responsibilitiesdecompose the performance indicators in all aspects : according to the company ’sgrass-roots employee post categories,the employees are divided into businessperformance indicators,measurement performance indicators,electricity inspectionperformance indicators,meter reading performance indicators,distributionperformance indicators,substation performance indicators,transmission performanceindicators,cable performance indicators,eight job performance indicators.Systematically crafted to serve as a benchmark for the performance management of the company’s grassroots personnel and bolster its strategic direction,the performance indicator database has been created.Examining the implementation points and safety measures of the performance management system,as per its design,is essential to guarantee that the grassroots employees of the company can effectively implement it.Through the design of the performance management system for the grassrootsemployees of State Grid Fusong Power Supply Company,the enthusiasm,initiativeand creativity at all levels are fully mobilised.It is anticipated that this will be a beneficial factor in advancing the company’s overall business results and employee productivity,while also offering valuable theoretical guidance and reference to other electric power enterprises in China,thus augmenting their exploration of performance management in electric power businesses.
