At present,the multi-project management of small and medium-sized engineering technology service enterprises faces many problems.The frequent delay of multi-project construction period and waste of resources caused by management confusion and backward management methods have seriously restricted the sound development of enterprises.As the core of multi-project management,the accuracy and scientificity of multi-project resource allocation management is directly related to the success or failure of enterprise multi-project management.Therefore,from the perspective of resource allocation,this paper applies fuzzy comprehensive evaluation method and ant colony algorithm to construct a multi-project priority evaluation model and a resource allocation model respectively,and develops an intelligent resource allocation integrated system platform based on MATLAB platform,and conducts a comprehensive study on the multi-project resource allocation problem of small and medium-sized engineering technology service enterprises.The main work is as follows:(1)In order to identify the factors that affect the low efficiency of multi-project resource allocation in small and medium-sized engineering technology service enterprises,discussions are conducted from four dimensions of enterprise scale,organizational structure,operation mode and resource type.The results show that loose organizational system and extensive management mode are the key factors that restrict the efficiency of resource allocation;The lack of project priority evaluation system and intelligent allocation means is the root cause of confusion and delay in multi-project resource allocation.Taking Y Luqiao Company as an example,this paper analyzes the organization and operation characteristics of the enterprise and makes statistics on the delay rate of multi-project construction in its three main businesses.The results show that the delay rate caused by inadequate allocation of resources is above 23%,15% and 12% respectively.Therefore,this paper mainly studies the problem of multi-project resource allocation with the goal of time limit optimization.(2)In order to solve the problems of disordered and inefficient allocation of multi-project resources,based on fuzzy comprehensive evaluation method,a multi-project priority evaluation model for small and medium-sized engineering technology service enterprises is established.The model consists of five primary indexes and 20 secondary indexes,including five dimensions of project strategic objectives,economic benefits,social benefits,construction risks and technical processes.The calculation results of this model are used to guide the priority allocation level of resources in the later period.Based on ZYLQ-JGx5-2019 case,the weights w0=(0.0570,0.089,0.232,0.483,0.139),the secondary evaluation index weight Wij.The priority of multi-project cases is: Project C-Project D-Project A-Project B-Project E.(3)The ant colony model of multi-project resource allocation is built based on the characteristics of ant colony algorithm.In order to meet the construction logic and resource demand constraints,the resource transfer rules,heuristic functions and feasible solution structures in the model are improved and defined.The development of an integrated system of multi-project resource intelligent allocation is realized based on MATLAB platform.The simulation results of four groups of examples show that the model system has the advantage of "zero conflict" allocation of multi-project resources,can effectively optimize the allocation sequence of multiproject resources and shorten the total construction period,and solves the problems of chaotic multi-project resource allocation and time delay in small and medium-sized enterprises.(4)The multi-project case of Y Luqiao Technology Company ZYLQ-JGx5-2019 is studied,and the built model is used for multi-project construction priority evaluation and intelligent allocation of resources.The results show that the total construction period can be shortened by 22 days,and the optimization range is 29.3%.Reduce the comprehensive operating cost by 440,000 yuan,with an optimization range of 5.5%.It shows that the application of intelligent resource allocation system platform can effectively improve Y Luqiao Technology Company's resource allocation ability for this multi-project project.The scientific utilization rate of resources by enterprises is improved and the comprehensive operating cost of enterprises is reduced.Through this study,it is hoped that the multi-project priority evaluation model and multiproject resource allocation ant colony intelligent system platform constructed can serve the engineering practice and provide some reference for subsequent researchers.
