With the deepening of reform and opening-up policy,the rapid development of national economy and society,the concept of ecological civilization is deeply rooted in people's hearts,the pace of ecological garden construction is speeding up,the landscape industry has received extensive attention from all walks of life,and garden enterprises have emerged and developed rapidly.By 2018,there are 432 garden enterprises registered in Fuzhou and most of them are only small and medium-sized enterprises,resulting them a relatively low starting point at the very beginning.The registered capital of medium-sized garden enterprises is about 50 million yuan,the large-scale garden enterprises can reach hundreds of millions of yuan,the average annual turnover of each enterprise is about 40 million yuan.The total number of employees in those enterprise is about 5851,which means about only 13.5 people working for each green garden.The weak market competitiveness and insufficient development of this industry are definitely the result of the lack of high-quality talents,especially specialized technical personnel and the lagging vocational skills training work.According to the outline of the National 13 th five-year Plan for Vocational skills training,all industries should set up vocational skills training plans that are appropriate for the development of their corresponding industry.The 2019 work report of the government even directly proposed that vocational skills should be upgraded and raise it to a strategic level.But up to now,there are many problems in the vocational skills training of specialized technical talents in Fuzhou garden industry at the level of government,trade associations and internal enterprise organizations,which not only is training planning lagging at the macro level,but also the mechanism is missing at the micro level.Mainly reflected in: there is no vocational skills training program for landscape industry has been established at the macro level,lack of top-level system design for training;the deficiencies of the training subsidy mechanism,assessment and evaluation mechanism,the use of identification mechanism,policy propaganda mechanism and other training supporting system,leads to the lack of garden industry training policy support.The training of technical talents falls far behind the development demand of garden market;the government did not straighten out the responsibility of thegarden association to participate in the training work,the training function of the industry organization was weakened,the organizational ability was weak,and the training funds,platforms,techniques,teachers,and space were limited;Within the garden enterprise organization,there exist some problems behind the government training policy demand analysis,the platform resources integration,the organization ability,the policy effect evaluation and so on.Especially for some small and medium-sized enterprises,the phenomenon is even more obvious.If these problems are not solved,it will seriously affect the overall training effect of Fuzhou garden industry,hinder the cultivation of complex talents in the landscape industry,affect the enterprises to enhance the core competition and finally influence the industry health and orderly development in Fuzhou market.Therefore,this study will start from the policy level,taking the professional skills training of professional talents in Fuzhou garden industry as the starting point,studying and analyzing the problems existing in the policy support of the professional technical talents training in Fuzhou garden industry and the causes of its formation.Based on the training policy and experience of landscape architecture and related industries at home and abroad,the policy support system of professional skills training for professional and technical talents in Fuzhou landscape industry is put forward.In this study,questionnaire,data analysis,in-depth interviews and other methods were used to collect and collate the data.The construction of the supporting system for professional skills training policy in landscape industry from 3 levels(the government department,garden association and enterprise organization),can be used for reference to perfect the policy support system of professional skills training for specialized technical personnel of garden industries.
