Nowadays,more and more attention is paid to the cultivation and function of talents in the market.The talent competition and human resource management of enterprises play an increasingly important role in the competitiveness of enterpri ses,and performance appraisal has become more and more important.It has become an indispensable part of promoting the management of enterprise personnel and the development of the company itself.This paper takes Niutoushan Hydropower Company as the rese arch object,and studies the related content of its performance evaluation.Based on the theory of performance appraisal,and combined with the main operating modes and characteristics of Niutoushan Hydropower Company,this paper analyses the current situation of performance appraisal in Niutoushan Hydropower Company,and finds out the problems in performance appraisal of Niutoushan Hydropower Company.Niutoushan Hydropower Company currently implements a relatively weak correlation between performance appraisal and enterprise development strategy;each department of the company does its own business and does not establish a unified appraisal system;moreover,there are too many human factors in the appraisal process,which also leads to low employee participation and lack of sense of belonging.On this basis,this paper continues to analyze the main reasons for this phenomenon,including the management's cognitive deviation on the concept and connotation of performance appraisal,the lack of the main ability of performance appraisal,the rigidity of the system,the unscientific direction of performance appraisal improvement,and so on.Through the analysis of the above problems and causes,begins to improve the design of Niutoushan hydropower performance evalu ation system.The requirements of design include effective and proper functions.Aiming at the purpose of evaluation and the basis of Niutoushan Hydropower Company,this paper rationally chooses KPI performance evaluation system.In the improvement of Ni utoushan hydropower performance evaluation system,firstly,the company's development strategy is defined,and the company's strategic objectives are refined and decomposed by means of Balanced Scorecard and fishbone diagram to form enterprise-level KPI index database;secondly,the departments strongly related to Niutoushan hydropower strategic objectives are decomposed by objective matrix decomposition diagram,and formed by using fishbone diagram and SMART principle decomposition.Departmental KPI and the establishment of the corresponding assessment criteria;Thirdly,the departmental KPI as a reference combined with the post work to obtain the staff post KPI;Finally,the company performance evaluation program implementation recommendations and safeguards.This research can help Niutoushan Hydropower Company transform its development strategy into quantifiable business indicators and employee performance indicators,strengthen the relationship between department tasks,personal work and the overall development strategy of the company,and promote the common development of enterprises and individuals.
