Research On Compiling Ideas And Coordinating Strategies Of "Multiple-Plan Integration" In Fuping County

Step by step in recent years,China’s GDP growth has gradually slowed down,social and economic development is in the "new normal".At the same time,Urban system planning gradually rises and internalizes into a planning idea that emphasizes overall coordination and overall system.Urban and rural planning discipline is also facing transformation and development.Under the background of new normal of economy,new situation and transformation of planning methods,the problems in the planning of all levels and types of small and medium-sized cities in China are more prominent.Therefore,as a new practical method of urban and rural planning,multi planning integration has gradually become a new direction of China’s planning development.By analyzing the contradictions between "multi-regulations" in small and medium-sized cities,this paper explores the compilation ideas of "multi-regulations in one",researches the coordination strategy of "multi-regulations",and provides a practical basis and technical support for the preparation of urban and county land space planning.Based on the theoretical research and practical case summary of "multiple compliance" at home and abroad,combined with the current planning formulation and implementation of Fuping,this paper combs the main conflicts and contradictions between various plans in Fuping,including the common problems of inconsistent technical standards,urban planning and economic development planning,land planning,industrial development planning,forestry planning,land layout and land use The problem of disunity in indicators,and the contradiction and conflict between urban planning and vertical planning of towns and villages,thus put forward the necessity of "multi planning" conflict and conflict resolution in Fuping.Combined with the case analysis of various places,the paper puts forward the demands of "multi compliance and one" and the requirements of special demands for "multi compliance and one" preparation,focusing on the main problems faced by the preparation of "multi compliance and one" in Fuping.On the basis of sorting out various planning conflicts and contradictions,and based on the study of population size and land use size,this paper puts forward the idea of "multi-regulation integration" in Fuping.It mainly includes four aspects: on the basis of the restrictive indicators and land classification standards of the overall land use planning and the layout of urban and rural land,we should coordinate the layout of urban and rural construction areas,conditional construction areas,general agricultural areas,basic farmland protection areas and other types of land at the county level,so as to achieve the coordination of "multi planning" differences at the county level;delimit the city Seven control lines,including town and village construction land scale control line,town development boundary,industrial park control line,ecological protection red line,permanent basic farmland protection control line,cultural relics and historic sites protection control line,and major infrastructure corridor control line,are established to build a county space control system and coordinate "multi planning" contradictions;a space system is established with complete logic,unified standards and practical operation A set of new planning technical achievements with strong initiative,namely "one blueprint" for county planning;at the level of planning implementation,a "multi compliance and integration" planning spatial information management platform,which is jointly shared by multiple departments,is established to provide technical support for planning implementation management.Finally,the paper studies the coordination strategies of "multi planning" conflicts and contradictions from various aspects,mainly including the distribution and guidance of population scale covering the three levels of "City Town Village",the overall planning of land use for the purpose of defining the sole use of land parcel,the optimization and improvement of control line system combined with local characteristics,the construction of planning information platform under the guidance of "one map",and the guarantee mechanism of planning implementation management This paper discusses the technical path,further proposes the content of the current land space planning,and analyzes the relationship between Fuping County’s "multiple compliance" and land space planning.
