Research On The Functional Zoning Of County Territorial Space Under The Background Of "multi-plan Integration"

Under the background of "multi-planning integration",this paper analyses the existing problems by comparing the contents of various kinds of current spatial planning and comparing them in different zones.Taking Jinning of Kunming City as an example,starting from the three major spaces of city,agriculture and ecology,the comprehensive evaluation index system of territorial space is constructed,and the spatial function zoning scheme of county is obtained.Finally,the spatial control system of "three lines and five districts" has been formed,which provides theoretical and practical reference for the formulation of county territory spatial planning.The main contents and conclusions are as follows:(1)Suitability evaluation is carried out from ecological space,urban space and agricultural space.Based on the evaluation results of each district,three-dimensional magic method model is used to determine the dominant functions of various types of patches,delimit the territorial spatial function zoning,and obtain the preliminary plan of county spatial function zoning.(2)Based on the preliminary scheme of territorial spatial functional zoning,the method of "multi-dimensional integration" for territorial spatial zoning and the comprehensive evaluation results,the final scheme of territorial spatial functional zoning is synthetically delineated by using spatial clustering analysis method,and the land use guidelines for each functional zoning are put forward.(3)Based on the final plan of territorial spatial function zoning,the permanent basic farmland red line,ecological red line and urban development boundary in the region are coordinated and delineated.The territorial and spatial programs formed in the region are divided into super-control zones,first-level control zones,second-level control zones,third-level control zones and fourth-level control zones according to the control requirements.Finally,the "three-line and five-zone" space control system was formed,and the rules of hierarchical and classified control were put forward from the aspects of use control,development intensity,ecological protection and function adjustment.
