Study On The Planning Strategies Of Integration And Reconfiguration For Poor Mountainous Villages

Based on the realistic situation of villages in poor mountainous areas,including scattered locations,economic depression,deteriorating hollowrization,scarce public resources and absence of public resources,etc.,this study puts forward strategies and security policies of integration and reconfiguration for poor mountainous villages combined with the basic situation of specific areas from the perspective of economy,society and space.This study takes the Fuping County as the basic research area and take the most remote mountainous area-Shouchangsi area as the practical research area.Firstly,according to the field investigation and literature review method,this chapter summarizes the general situation of Fuping county and the development situation of the poor mountainous villages in Fuping county.Then this chapter analyzes the development situation of Shouchangsi area which located in the most remote and poor mountainous area of Fuping county,and excavates its traditional characteristics.The integration of above basic information is to lay the foundation for the follow-up research about the integration and reconfiguration of motivation,strategies and practical case.Secondly,this study analyzes the influencing factors of the integration and reconfiguration of poor mountainous villages and explore the interaction between various factors,which reflects the dynamic feedback cycle between the many factors that affect the development of poor mountainous villages,from the three aspects of society,economy and environment in combination with system structure analysis of system dynamics.Thirdly,this study studies on the integration and reconfiguration planning strategies of poor mountainous villages from the perspective of economy,society and space,respectively,in which the economic dimension is to achieve agricultural industrialization and industrial diversification,the social dimension to reconstruct the rural core organization,the spacial dimension is to optimize the village space cloth spots and reconstruct the village interior space.Fourthly,the relocation and renovation project of the Shouchangsi area are studied as a practical case,and the integration and reconfiguration of poor mountainous villages from the perspective of the area is explored by the land comprehensive renovation,the adjustment of industrial structure and the allocation of public service facilities.Then taking the space function and the optimization of the road system as the premise,exploring the integration and reconfiguration of poor mountainous villages from the angle of the village by the reformation of old village,the construction of the new village,the landscape renovation and architecture design,etc.The integration and reconfiguration planning strategies proposed in the fourth part should be validated.At last,adopting measures such as the construction of smart rural data platform,the perfection of policy system,the innovation of investment and financing mechanism,the multi-stakeholder guidance and the construction of village culture to improve the safeguards system of integration and reconfiguration of poor mountainous villages.This study,combined with practical examples,enriches the theoretical research on village layout planning and village construction planning in poor mountainous villages,and has some guiding significance for the economic,social and spatial planning of villages in poor areas.It also has practical reference value for the rural construction in other poverty-stricken areas.
