The Research Of Regional Management And Control In County Ecological Space

Scientific formulation of land space planning,overall planning and coordination of the delimitation of various types of space,and strengthening the control of land space utilization are important contents of ecological civilization construction in the new era.In order to curb the degradation of ecosystem and strengthen the capacity of ecological space management,land use regulations and permitted conditions become an effective means of ecological space control.In recent years,there are not many studies and practices on the land use control of ecological space,and there is a lack of control measures for the large ecological space,resulting in the continuous erosion of ecological space and serious damage.It is of great practical significance for sustainable development to improve China’s ecological space zoning control system and guarantee the ecological function of ecological space.Under the macro background of "three living" space theory advocated by the state,this paper studies the ecological space management and control system in developed countries such as the United States,Britain,Canada and Japan,focusing on the analysis of how the ecological space is controlled by the zoning system in the United States,what are the ecological conservation policies formulated by Hong Kong to restrict the destruction of nature construction,and the examples of non-urban land subdivision,land allocation,admitted use projects and permitted use projects in Taiwan.On this basis,aiming at the current situation of county ecological space in China,including unclear scope,control failure,occupation of agricultural land,overgrazing of grassland,illegal expropriation and occupation of forest,we try to find solutions and build a county ecological space control system.First of all,by learning from domestic and foreign experience and combining with China’s national conditions,the "basic area" and "superimposed area" of ecological space zoning are established to refine their respective zoning categories and form a three-level zoning system.Secondly,zoning regulations and licensing conditions shall be regulated for the third level zoning,including the projects that are exempted from application for licensing and the projects that need to be licensed by the competent authorities of the target enterprise,the competent authorities of the place of use and the relevant authorities.Then,from the perspective of ecological protection and development and construction,the control index system of ecological space development intensity is set up to controlthe ecological space quantitatively.At last,from the point of other sciences,the paper puts forward some auxiliary measures of ecological space management and control,such as development right transfer,ecological migration and disaster insurance system.In the whole process,Tongxin county,wuzhong city,ningxia was selected for empirical study.
