In order to promote the reform of the ecological civilization system,the Central Committee of the Communist Party of China issued"Several Opinions on Establishing a Land and Space Planning System and Supervising Implementation"in May 2019,proposing a five-level and three-category land and space planning system for the new era.Experts and scholars from various parties have carried out related explorations and studies on this,and practiced multi-level land and space planning.Among them,the research of ecological space is in the basic position of the system.This article combines the relevant requirements at the county level and the ecological resource conditions of Luotian County to carry out research on the ecological space of Luotian County,hoping to study the ecological space of the county under the new era background system.Exploring and guiding significance.Summarizing the previous research on ecological space,it is found that the research on ecological space focuses on"identification-evaluation-optimization-planning-management",and the corresponding research ideas are formed.Ecological research under the territorial and spatial planning system has initially formed some technical evaluation standards,emphasizing the formulation of priority protection and management of ecological spaces.This study is based on a variety of methods to carry out ecological space identification,evaluation,optimization,and management research on the ecological space of Luotian County.First of all,this research divides the ecological space elements according to the status of land use in Luotian County,and selects the functions of soil and water conservation,water conservation,biodiversity maintenance,soil erosion vulnerability,and geological disaster vulnerability according to the relevant requirements in the"Double Evaluation Guide".,Several major evaluation indicators of vulnerability to human disturbance,and evaluation of the importance of ecological protection of the ecological space in Luotian County.Then,based on the MSPA analysis of the extremely important space for ecological protection in Luotian County,the ecological source is selected based on the evaluation of landscape connectivity and patch importance.Using the MCR model,selecting ecological factors to construct an ecological resistance surface,and constructing an ecological corridor with the least resistance value between patches.According to the analysis of the corridor network structure,evaluate the generated preliminary network,and propose relevant optimization strategies to optimize the ecological network.Finally,we sorted out the past plans of Luotian County,summarized the problems that did not match the current system,and proposed corresponding management and control strategies;combined with the results of the ecological network construction,the ecological space of Luotian County was planned and constructed.The main results and conclusions of this research include:(1)The study to divide the ecological space elements,including forest land,water area,grassland and other land types,covers a total area of 1589.29 km~2,accounting for 74.6%of the total area of Luotian County,indicating that the ecological background of Luotian County is relatively good and the conditions for ecological space construction are extremely good.good.Dividing 5 levels of protection spaces with different levels,the results show that the most important and important spaces for ecological protection are 214.55km~2 and768.95km~2 respectively,accounting for 10.07%and 36.10%of the county area,respectively,indicating the ratio of the ecological space to be protected to the area of the ecological space in Luotian County At 46.17%,protection is urgently needed.(2)In terms of ecological space optimization,15 ecological sources were selected and28 ecological corridors were initially constructed.Based on the analysis of the corridor network structure,three relevant strategies for increasing patches,improving corridors,and stepping stone construction are proposed to optimize the ecological network.After optimization,two ecological sources were added,44 important ecological corridors were generated,and the network structure index increased by 0.224,0.427,and 0.147 respectively,indicating that the corresponding measures played an optimal role.(3)In terms of ecological space management and construction,sort out the previous planning of Luotian County,summarize the problems that do not match the current system,and propose a three-level management and control strategy of"structure-division-element":1.Based on the evaluation results of the importance of ecological protection.The distribution of nature reserves and the natural background of Luotian County.Delineate the ecological protection red line of 730.28km~2 in Luotian County to establish the protection structure;2.According to the location characteristics of the area,economic conditions,distribution of cultural heritage,etc.,the ecological prohibition shall be divided Areas,ecological restoration areas,ecological buffer zones,and ecological complex areas to promote the management and development of different use zones;3.Finally,a management and control strategy for the elements of ecological resources is proposed to ensure the full coverage of management and control.Based on the results of ecological network construction,the study plans and constructs the ecological space of Luotian County,divides the three major development areas of the ecological space in the north,east,and west,and highlights the characteristics of each region and differentiates development.According to the distribution of ecological resource elements,the ecological source and ecological network will be implemented,and 9 new ecological elements will be built,covering a total of 22 ecological sources and stepping stone patches,with a total area of 405.02km~2.The total length of 7 ecological corridors of“three verticals and four horizontals”is planned to be 352.16km.
