| Territorial space is the carrier of ecological civilization construction,and territorial spatial planning is a tool to practice ecological civilization.At present,the spatial planning system based on "five levels and three categories" and the land space control system defined by "three lines" ignore the integrity,connection and mobility of various elements in land space,especially the significance of ecological flow space planning and control to shaping sustainable land space.This thesis deeply analyzes the development process and main problems of Beijing’s ecological space management and control,deeply compares the management and control practices of various ecological flow spaces at home and abroad,and constructs the "three-level and six categories" Beijing ecological flow space system,Beijing ecological flow space zoning management and control system,and Beijing Ecological flow space activity and index management and control system based on the concept of ecological flow space proposed by "ecological flow",Taking Beijing Sub Center as an example,this thesis makes an empirical study on the control system of ecological flow space.The thesis is mainly divided into the following four parts:Part I: In-depth analysis of the development process,characteristics and main problems of ecological space management and control in Beijing.The current ecological space management and control in Beijing is carried out under the "three levels and three categories" territorial spatial planning system,which generally outlines the pattern of ecological protection and restoration in Beijing.However,the main problem of ecological space management and control in Beijing is that a hierarchical and classified ecological flow space management and control system has not been formed,including the following four aspects.First,the types of ecological flow space delimitation and control are not comprehensive.Second,the management and control level of ecological flow space is not perfect.Third,the separate control of ecological flow space destroys the integrity and connection between ecological flow spaces.Fourth,the control of ecological flow space is difficult to connect with the current territorial spatial planning system.Part II: In-depth analysis of the management and control experience of the United States and Japan on specific types of ecological flow space.Although the United States and Japan do not carry out overall and comprehensive management and control on the six types of ecological flow space,the following experience is summarized according to the planning practice of Japan and the United States on geological disaster protection corridor,ventilation corridor,river water system,animal migration corridor and greenway respectively.First,the management and control of ecological flow space should be a combination of top-down implementation and bottom-up adjustment.Second,ecological flow space needs to be superimposed with management and control measures in line with specialized ecological characteristics on the basis of basic use control.Part III: Construction of Beijing ecological flow space management and control system.This thesis constructs a spatial management and control system of ecological flow in Beijing based on connection,order and adaptability from the following three aspects.First,build an ecological flow space system of "three levels and six categories".Based on the connotation of flow space and ecological flow,it is proposed that the ecological flow space system is composed of six types: geological disaster protection corridor,ventilation corridor,river water system corridor,hydrological cycle corridor,animal migration corridor and greenway.According to the natural ecological characteristics of these six types of ecological flow spaces,all kinds of ecological flow spaces are divided into primary,secondary and secondary levels at the macro,meso and micro levels Third level ecological flow space.Second,the zoning management and control system of ecological flow space.When the ecological flow space system is implemented in the land space,we should first consider the connection and integration of various ecological flow spaces in the land space.Secondly,under the background of Beijing’s "three levels and three categories" land spatial planning system,the "three levels and six categories" ecological flow spatial system should be reasonably embedded in the overall and detailed planning at the municipal,district and township levels,and effectively connected with the "two districts and three lines",functional zoning and use management system.Third,the activity and index management and control system of ecological flow space.At the level of detailed planning,strictly control the behavior and activities in each ecological flow space through the ecological flow space control line,and implement and adjust the index control requirements that better adapt to the characteristics of ecological flow at all levels.Part IV: Taking Beijing Sub Center as an example,this thesis makes an empirical study on the spatial management and control system of ecological flow in Beijing.First,on the basis of current management and control,the existing ecological flow space is supplemented to form a sub central ecological flow space system of "three levels and six categories".Second,under the land and space planning system of the sub center,form a control system of "ecological flow space use zoning + ecological flow space control line + ecological flow zoning control".Thirdly,the activity and index management and control system of the sub center ecological flow space is constructed,which combines top-down implementation and bottom-up adjustment.The innovation of this thesis includes the following three points: First,based on the flow space theory,combined with the connotation of ecological flow,this thesis puts forward the concept of ecological flow space.Second,a "three-level and six categories" ecological flow space system in Beijing has been constructed.Third,the "three levels and six categories" of Beijing’s ecological flow space system is controlled through the ecological flow zoning control system and the ecological flow space activity and index control system. |
