Research On The Classification Of Rural Development In Xixian New Area Under The Background Of Urban-Rural Integration

Since the Nineteenth National Congress put forward the strategy of rural revitalization,China's rural development has a new connotation,the relationship between urban and rural areas has been re-positioned,and the integration of urban and rural areas has become the requirements of the times.At the same time,the relationship between new urbanization and Rural Revitalization requires that the current rural planning should grasp the characteristics of urban-rural integration stage on the basis of a correct understanding of the equal status and dynamic relationship between urban and rural areas.The impact of multiple internal and external mechanisms on rural development;Xixian New Area as a national new area,its rapid urbanization stage and its long-term emphasis on urban development make the rural development in Xixian lag behind seriously.Therefore,under the background of urban-rural integration,how to effectively classify rural types from the regional level and grasp the timing and development priorities of rural development to promote balanced urban-rural development in Xixian has become an urgent problem to be solved.The study mainly includes three parts: the study of urban and rural characteristics of Xixian New Area,the construction of evaluation system of rural classification in Xixian New Area and the practice of rural classification in Xixian New Area.Firstly,the characteristics of urban and rural areas in Xixian New Area are studied from three aspects: regional situation level,global urban-rural relationship level and global rural development level,so as to effectively grasp the core elements of village development.Secondly,it makes a preliminary analysis of the influencing factors of Xixian rural development,clarifies the main points of the future rural development in Xixian New Area,and clarifies that the core of the rural classification in Xixian New Area is to carry out comprehensive evaluation for the whole area of the countryside,and then determines the evaluation mechanism of the rural classification,that is,to divide the urbanized countryside and the reserved countryside through the potential evaluation of the whole area of the countryside urbanization,According to the classification and development sequence of urbanized villages,the development types of reserved villages are obtained by evaluating the development potential of reserved villages.On the basis of evaluation mechanism,the evaluation principles and logic of rural classification are constructed.Based on the research results in the field of rural development,the objective influencing factors of rural urbanization potential are analyzed from the perspectives of urbanization impetus and resistance,the objective influencing factors of rural development potential are analyzed from the characteristics of rural development itself,and two evaluation index systems are constructed.The evaluation model of rural classification is constructed by using TOPSIS method and comprehensive integration empowerment method.Secondly,the rural areas in Xixian New Area are classified.By collecting,processing and calculating the data of various factors,the potential of rural urbanization and rural development are comprehensively evaluated.The results of rural classification are analyzed by using GIS and natural breakpoint method,and the different types of rural development and the timing of different types of rural development in Xixian New Area under the background of urban-rural integration are pointed out.Finally,according to the evaluation results,the construction management and control strategies of infrastructure,public service facilities and space construction in different types of villages are put forward.The research shows that 286 villages in Xixian New Area can be divided into two types: urbanized villages(short-term urbanization type,medium-term urbanization type and long-term urbanization type)and agglomeration promotion type(agglomeration development type and renovation promotion type)according to the potential evaluation of rural urbanization and rural development evaluation.The characterization of its own attributes is the result of the joint action of the rural itself,the development environment of county and town areas and the demand of urban and rural common development.It is closely related to the current situation of rural development,the demands of rural development and the construction of urban development.This comprehensive force can be quantitatively compared through the evaluation of rural urbanization potential and the evaluation of rural development potential.In addition,the study is based on the classification of rural areas.The step-by-step evaluation and analysis of rural development grading after classification,while refine the rural classification,further clarify the timing of rural development and rural development dynamics,which provides a strong basis for planning formulation and government functional departments to carry out rural planning and planning management from a global level.
