Research On Rural Development In The Urban-rural Collaborative Area Of Guilin Based On Spatial Location Classification

With the implementation of the rural revitalization strategy,China has entered a critical period of urban-rural relationship reform and rapid transformation of rural development.In 2019,the CPC Central Committee and the Sate Council issued the "opinions on establishing and improving the system,mechanism and policy system of urban-rural integration development",which proposed to build a platform for the coordinated development of urban-rural industries,cultivate and develop the leading areas for the coordinated development of urban-rural industries,promote the cross-border allocation of urban-rural elements and the organic integration of industries,and encourage all localities to explore the implementation path according to local conditions.The city and its surrounding rural areas are the areas with the closest relationship between urban and rural areas,the most prominent problems and contradictions in urban and rural development,and the most need to coordinate various resource elements between urban and rural areas.They are also the pioneer areas to cultivate the coordinated development of urban and rural areas.In this context,this paper attempts to put forward the spatial concept of "urban-rural collaborative area",which means that the city and its surrounding areas have a strong correlation in the development,have a tendency of integration in social economy and space,and need to guide urban-rural collaborative development in order to achieve the goal of urban-rural win-win development.Urban planning area is a compulsory spatial area in the “Urban and Rural Planning Law”,which aims to promote the coordinated development of the city and its surrounding areas through the planning control of the planning area.As a scope of power with legal empowerment,planning area is the most urgent need to guide,and also the most qualified area to take the lead in the reform of the system and mechanism of the coordinated development of urban and rural areas.From the perspective of coordinating urban and rural development,the intention and goal of urban planning area is consistent with that of urban and rural collaborative area proposed in this paper.Based on this,this study regards the scope of urban planning area as the scope of urban and rural collaborative area defined in this paper.Scientific understanding of the characteristics and trends of rural development in urban-rural collaborative areas is of great significance to the implementation of Rural Revitalization Strategy,narrowing the gap between urban and rural areas,adjusting the structure of urban and rural areas and promoting the integration of urban and rural areas.Guilin is a typical representative of a landscape city,and it is also a pilot city for a series of reforms such as "Construction of International Tourist Attractions","National Ecological Civilization Demonstration Area","Urban Renovation and Ecological Repair",In order to coordinate urban and rural development and ensure the integrity of ecological landscape,there are a large number of rural areas in the urban planning area designated in the urban master plan of Guilin.It is these rural areas and cities that together constitute the spatial pattern of "mountain,water,city and village" in Guilin,carrying the irreplaceable value and function of the city,which is also an immeasurable potential of the future urban and rural social and economic development.Its development is directly related to the smooth realization of the goals of urban-rural integration and the construction of international tourist attractions in Guilin.Due to the differences in relative spatial location,traffic conditions,geographical environment,industrial foundation,planning policies and so on,these villages,under the superposition of different internal and external forces,have various types of development,prominent contradictions and problems,and are in urgent need of systematic sorting and differentiation guidance.Based on this,this study selected Guilin urban planning area as a special space to study its rural development problems,provide theories and methods for the integrated development of urban and rural areas,improve and deepen China's new urbanization and sustainable development theory.which not only of great practical significance to promote the transformation and upgrading of Guilin City,to build an international tourist attractions and national ecological civilization demonstration area It can also provide reference for the integration of urban and rural areas and Rural Revitalization in the same areas of China.This paper analyzes the regional conditions,social economic and spatial development characteristics,development trends and existing problems of rural development in:urban-rural collaborative area of Guilin,and reveals the relevance and regularity between rural differential development and its spatial location.First of all,from the perspective of urban-rural spatial location relationship,the connotation of urban-rural collaborative area covers urban village,urban edge village,suburban village,outer suburb village Influenced by the dual system of urban and rural areas,the economic structure and land use layout of these villages are constantly changing under the superposition of different internal and external forces between urban and rural areas,resulting in the differentiation of rich rural types which are different from other areas.Secondly,Because of the rich and diverse geographic types covered by by the urban-rural collaborative area in Guilin,even under the condition of the same spatial distance from the city,because of the geographical environment,resource and transportation,planning policies and other factors will also lead to different situations of rural development.Clarifying the types of villages is the premise and key to implement policies according to different types of rural development,and it is also the pilot work to promote the effective implementation of Rural Revitalization strategic planning at the village level.Based on this,the study take " Spatial Typology " as the theoretical basis,and fully demonstrates the feasibility and adaptability of dividing rural types according to space.The research focuses on demonstrating the standard selection of classification of rural space types.First-level standard: According to the spatial correlation degree of urban-rural development and rural development goals,the villages in the urban-rural cooperative area are divided into three circles from the inside to the outside,namely,the inside ring,the intermediate ring and the outside ring.(first-level spatial classification).Second-level standard:Based on leading factors affecting rural development in each circle(secondary spatial classification).Among them,according to the resources and traffic conditions,the villages in the outside ring are divided into six medium class:western mountain forest development area,alluvial plain development area of luoingjang River Basin,Huixian wetland development area,peak forest cluster and form development area of Lijiang River,all plain development area of Xingjang River Basin and Baster Mountain forest development area;according to the urban-rural interaction relationship,the villages in the intermediate ring are divided into four medium class: urban growth area rural development area ecological control area and urban-rural coordination area;according to the relationship between villages and scenic areas,the villages in the inside ring are divided into two medium class: villages in scenic areas and villages in non-scenic areas.Three-level standard:According to the main functions and development models of rural development,further divide the medium class of villages into small class.Based on the above three-level standard,this paper studies the spatial types of the villages in the urban-rural cooperative area in Guilin,and puts forward the corresponding development countermeasures of differentiation and diversification.The rural development in the cooperative area is evolves in the urban-rural system,and it is necessary to coordinate development with the city from the overall level of the urban and rural areas to achieve rural revitalization and win-win between urban and rural areas.Guiding the coordinated development of urban and rural space through planning is an important starting point to promote the integration of urban and rural elements.This paper constructs the content system of urban-rural space coordinated development of urban and rural space from four aspects: urban and rural space system,ecological space,industrial space and transportation space.
