Urban community sports facilities are the most basic carrier for China's national fitness exercise,an important part of promoting the "Healthy China" strategy,and also the focus and difficulty of improving Hangzhou's public sports services.Community sports facilities are important space carriers for the daily sports activities of residents,and the efficiency of their configuration plays an important role in the living standards and quality of life of urban residents.The reasonable and effective performance assessment of the allocation of public sports facilities in urban communities is an important foundation for the development of a 15-minute fitness circle,the implementation of the National Fitness Program,and the promotion of a healthy China and a comprehensive well-off society.This study draws on the "3E" performance auditing standards in the United States,and uses expert scoring,Delphi,principal component analysis and other methods to build a performance evaluation system for the allocation of public sports facilities in urban communities based on the "4E" performance evaluation model.Environment,Effectiveness,Equity,and Economy evaluate the performance of public sports facilities in urban communities.First,a literature review and "4E" model were used to initially construct a performance evaluation system for the allocation of public sports facilities in urban communities.Subsequently,the indicators were deleted,added,and modified through questionnaire interviews with experts to form a set of four first-level indicators.Performance evaluation system of urban community public sports allocation with 7 second-level indicators and 14 third-level indicators.Then,through the expert scoring method,the principal component analysis method is used to calculate the weight of each indicator in the indicator system,and the quantitative standard of the indicator is determined by combining the relevant standards.Based on the performance evaluation system for the allocation of public sports facilities in urban communities,an empirical study was carried out on Hangzhou.First of all,using GIS-related analysis tools to study the spatial distribution of public sports facilities in Hangzhou,and draw the following conclusions: 1)The distribution of public sports facilities in Hangzhou's community has obvious spatial unfairness and regional inequality.Its distribution is highly consistent with the population density of the community;2)the school-like public sports facilities provide the largest service area,and the average service area of the Xihu District is much smaller than that of Xiacheng District;3)Wulin Street is the center and Wulin Street is within the study area The farther away,the lower the accessibility of community sports facilities,the accessibility shows a significant decline.The accessibility of community sports facilities in urban core areas is generally higher than that of urban fringe areas;4)Only 82.4% of urban communities are in community sports Within the coverage of the facility,the public sports service goals of the "15-minute" fitness circle in Hangzhou have not been completed.Then evaluate the performance of public sports facilities in the urban areas of Xihu District and Xiacheng District,and classify the indicators through the importanceperformance analysis method(IPA analysis method),which are the key improvement indicators,the main improvement indicators,and maintaining perfection.Indicators and continued indicators,summarizes the following problems in the allocation of Hangzhou's urban community sports facilities: 1)The spatial distribution of community sports facilities is unfair and incomplete;2)The planning of community sports facilities lacks integrity and is poor in operability;The unreasonable allocation of sports facilities results in inactive sports behaviors and low sports output of residents;4)Low accessibility of community sports facilities in marginal areas and small service areas;5)Unsatisfactory sports facilities environment in the old urban communities and less greening;6)The community sports facility configuration standards lag behind,and the construction of sports facilities in the community is not valued.Finally,according to the problems in the configuration of community public sports facilities,6 points of strategic suggestions are proposed: 1)perfecting the planning and forming a reasonable urban community sports facility network system;2)optimizing the overall layout,co-building and sharing,and comprehensively creating a "15-minute fitness program Circle ";3)enhance the living environment and promote the organic renewal of the fitness environment in old communities;4)fill in the blank areas and increase the supply of sports facilities services in urban fringe areas;5)strengthen planning supervision and truly implement the construction of urban community sports facilities;6)Enhance the fitness atmosphere and increase the enthusiasm of community residents for sports activities.
