In the past decade,the development of aerospace industry in China attracts worldwide attention.This achievement cannot be come true without aerospace industrial infrastructure construction.At present,there are still a series of problems to be solved in the aerospace construction process of engineering projects in China.In these problems,the project delay is a common problem.Project managers generally recognize that the scientific concept and method of project time management are the key elements to achieve project objectives.Based on the research and comparison of several common time management methods and the actual situation of a aerospace test-bed renovation project,this paper determines that the Critical Path Method(CPM)is used to reformulate its time management plan.But there are some shortcomings in this method.For example,the duration of the construction period is too long,human factors and resource constraints are not been considered,the deviation of time management can not been reflected dynamically,etc.In view of these shortcomings,this paper optimizes the traditional CPM to get a reasonable time,by adopting the three-point method to recalculate each process time,and introducing,improving the calculation method of the Critical Chain Method's buffer to solve the problem of resource constraints and further optimize the duration.Finally,in the process of project implementation,by setting the lower limit of SPI at different stages and levels,the concept of earned value parameter monitoring curve is proposed to dynamically monitor the optimized CPM time management method.The research shows that the dynamic CPM time management method can control the time of this aerospace test-bed renovation project scientifically and effectively.Under the tight project schedule,the duration plan is determined,resource constraints are considered by setting and allocating buffer time,the project was dynamically supervised.Finally the project was completed in good quality and quantity originally within 222 days comparing planned duration of 268 days.
