Critical chain management method is a new method for project planning and scheduling which is on the basis of Theory of Constraints. Compared with the traditional management method CPM/PERT, critical chain method considers the resource constraints, the scheduling pan is more in line with the actual situation, it reduces the influences of various uncertain factors on the duration of the project.In current study, two main directions of critical chain method are the critical chain identification and buffer settings. In this paper, based on in-depth study of the current literature and works on the critical chain method, the identification method of critical chain and buffer setting model with multi resource constraints are proposed. In terms of identification of critical chain, the paper analyzes the characteristic of the single resource and multi resource constrained project and establishes the critical chain identification model solved by genetic algorithm. About the buffer settings, the paper makes a deep analysis of all kinds of uncertain factors which may infect project duration, and establishes the buffer setting model with considering the degree of resource constrains, process complexity, the ratio of work duration and total duration, risk preferences of project manager and so on.Finally, through the actual case of Panlong 500kv power transmission project, the critical chain is identified by the method propose by this paper and the minimum duration was calculated. On this basis, the buffer setting model under multi resource constraints is used to solve the project buffer and feeding buffer, through the Monte carlo simulation by Crystal ball software and compared with traditional buffer setting method to o illustrate the effectiveness and feasibility. The project schedule formulated through critical chain method is more in line with the actual situation compared with traditional method, and it has certain application value.
