With the development of motorization and urbanization,traffic congestion and parking problems in metropolis are becoming increasingly serious.With the addition to roads or parking spots cannot meet the demand for induced travel demand.Parking problems cannot be merely solved by increasing more parking lots.Therefore,the development of an effective parking charging strategy is of great significance for optimizing the use of parking spaces and balancing the parking supply.There is a dearth of domestic parking studies concern the use of models to deal with the optimal equilibrium of tolls in a steady-state network.Few articles focus on the feedback of drivers to parking price,it also pays less attention to the phenomenon of cruising for parking.It was regarded as a part of the parking time for simplified processing,ignoring the peculiarity of the cruising and its negative externality on road traffic,which makes any efficient parking pricing scheme should internalize this externality,or it shall fell to reflect the authenticityThis article analysis searching time in parking process,pays attention to the patrol phenomenon that occurs in the on-street parking locating process,combines the influencing factors of the patrol phenomenon to establish the cruising willingness time model.Due to the different time value and different cruising willingness,the time value sensitivity coefficient is introduced to improve the model.A disaggregate logit model is introduced to characterize the parking selection behavior of drivers,and the influencing factors like parking cost,walking time and parking information were analyzed.Finally,taking the downtown area of Nanjing as an example,a survey was conducted on the cruising willingness time and parking selection process in the area.The high-berth occupancy parking area in the area was selected for a case study of charge pricing.The RP and SP data in the comprehensive survey were combined with mixed logit model.By adjust the charging rate to promotes drivers to choose off-street parking spaces.The rate structure that can achieve the goal of transferring parking choice probability is given.Based on this,several parking charging advices are proposed.
