Parking charge as an important parking management strategy, can effectively improve the traffic environment. There are a lot of researches about parking charge strategy. But different parking facilities are studied separately without considering the driver’s feedback in the current studies. And the cars cruising for parking are often neglected. So the current parking charge strategy can’t reflect the real situation very well.This paper analyzes the influencing factors of parking choice. And the main influencing factors are parking fees, traveling time, time of looking for a parking space, walking distance, parking information, etc. Then the paper has a study on the time of cars cruising for an on-street parking space. According to the features of on-street parking, we can know that the influencing factors of the time of cruising for an on-street parking space are road congestion level and parking congestion level. Then the paper gives the model of the time of cruising for an on-street parking space by analyzing the parking search time model. And then the paper builds the bi-level programming model of parking system solved by an algorithm based on sensitivity analysis. The lower programming model is the user equilibrium network model. And the upper programming model is the economic interest model or the social wealth model. Paper analyzes the optimal parking charge strategy based on parking behavior feedback, which offers a new reference for parking charge strategy formulation.The paper designs an example for the parking system bi-level programming model. The result of the example shows that the parking demand is bigger under the optimal target of social welfare than it under the optimal target of economic interest. And drivers prefer to park out of street under the optimal target of social welfare. In the end of the paper, some advices about parking strategy are put forward to improve the parking environment. |
