| The Fifth Plenary Session of the 16 th Central Committee pointed out that the construction of beautiful villages is an effective way to promote rural development and transform rural economic development.The report of the Seventeenth National Congress of the Communist Party of China clearly proposed that a new pattern of integration of urban and rural economic and social development should be formed through the establishment of a long-term mechanism that promotes agriculture by industry and leads the countryside by cities.The Nineteenth National Congress proposed that the strategy of rural revitalization is an action program that effectively guides rural construction in the new period and is conducive to promoting the overall development of rural areas.In February 2018,the "National Rural Revitalization Strategic Plan(2018-2022)" proposed that the plan should go ahead,strengthen the planning guidance of the rural revitalization strategy,and rural development entered a new stage.Rural planning is the basic basis for guiding rural construction.Rural planning greatly promotes the construction and development of rural areas.The effect of rural planning implementation is mainly to test the effectiveness of rural planning implementation.Therefore,this paper conducts an empirical study on Funan County,a national poverty county.Evaluate the effect of its plan implementation,summarize and analyze the influencing factors of the implementation effect of rural planning,and guide the subsequent development of rural planning.The article builds a systematic evaluation model from the four dimensions of economic effect,social effect,environmental effect and historical and cultural effect of rural planning implementation.It uses a combination of subjective and objective evaluation methods to fully evaluate the implementation effect of rural planning and uses an analytic hierarchy process.Determine the index weights and fuzzy comprehensive evaluation method for effect analysis and evaluation,and select Liying Village in Wangjiaba Town,a tourist town,Gengzhai Village in Huanggang Town,a characteristic industrial town,Chang’an Village in Zhonggang Town,an industrial and trade town,and a service town in rural areas An empirical study of Gongyan Village,Gongqiao Township as an implementation effect of rural planning.According to theevaluation conclusion,the factors affecting the implementation effect of rural planning are extracted from the five aspects of government value selection,planning conditions,planning preparation,management system and stakeholders,and studies are made to further improve the implementation effect of rural planning.Use the combination of top-down and bottom-up indicators to construct ideas:consider the implementation effect of rural planning from the perspective of national and local policy implementation and evaluation of village democracy.Construct a systematic evaluation model from the four dimensions of economic effect,social effect,environmental effect and historical and cultural effect of rural planning implementation,and combine with the evaluation of villagers’ satisfaction to explore a practical evaluation method of rural planning implementation effect,and reflect the real Implementation effect.Figure[20] table[44] reference[63]... |
