Research On Optimization Of Village Planning Under The Background Of Rural Revitalization

The village planning in our country is carried out under the background of the rural revitalization strategy and the land space planning,and it is a detailed planning under the land space planning system.National space planning is the spatial carrier of rural revitalization,and rural revitalization strategy is the guidance of national space planning.Territorial space planning is a legally binding arrangement in space and time for the development and protection of territorial space within a planned area.It is an action guide for the sustainable development of national space and a basic basis for various development,protection and construction activities.Village planning is a forward-looking arrangement for village development,production and living of villagers,spatial layout of land use,ecological restoration and protection under the territorial spatial planning system,and is a blueprint for realizing rural revitalization.The goal of China’s rural revitalization strategy is to realize rural "prosperous industry,livable ecology,civilized village style,effective governance,rich life",involving all aspects of society,economy and culture.At present,the focus is on the delineation of "three districts and three lines" and the layout of "three livelihood space",which should be solved scientifically and reasonably.We must make scientific and forward-looking arrangements for industrial development,housing conditions,land use layout,ecological restoration and protection of villages,so as to provide spatial support for rural revitalization.Due to different village types and different development demands,the main content of village planning optimization is to solve the development and layout problems existing in the development direction,living and ecological restoration and protection of villages.However,the multi-objective development direction and the optimization selection of village construction scheme based on AHP method adopted in the optimization process of village planning content.And the processing method of multi-source and multi-scale spatial data in village planning based on GIS has universal characteristics,which is the main research direction of this paper in the aspects of planning management,supervision and evaluation method and planning information management system construction.The main content of this paper is the optimization of village planning under the background of rural revitalization,and combining with specific cases,the content and methods of optimization are proposed.The paper is divided into seven chapters.Chapter 1is the introduction part,which mainly discusses the social background of village planning optimization design(rural revitalization and territorial space planning)and the case villages’ demands for planning optimization,and clarifies the purpose and significance of village planning optimization.Based on the analysis of the development and application of village planning theories at home and abroad in recent years,the corresponding research content,methods and framework as well as the main innovation points of this research are put forward.Chapter 2 clarifies related concepts involved in village planning optimization,including village and planning,land planning system and GIS,and "three adjustments of land",and sorts out relevant theories used in village planning and optimization in this paper,including modern location theory,grounded theory and the theory of integration of multiple planning,which provides strong theoretical support for subsequent research.The third chapter discusses the content and methods of village planning.The content of village planning optimization is divided into three parts,including the optimization of data processing method,the optimization of the layout of "living space" and the optimization of the village governance system.The multi-source and multi-scale characteristics of spatial data in village planning are analyzed from the data processing method of village planning,and the solution based on the "integration of planning" technology and the application of the AHP analysis method based on the grounded theory to the survey data in the village development direction and village construction site selection are discussed,and the village population prediction model under the empty-nest phenomenon is modified.This paper studies the content of the change of the role of planners in the process of village planning and the block diagram of villagers’ participation model.Chapter 4 analyzes the survey data of the case village and builds the corresponding database based on GIS,including the basic database of village planning and the social-economic database,and analyzes the relevant problems existing in the case village planning,which are mainly embodied in industrial dispersion,unclear development direction,village hollowing out,serious ecological damage,environment to be improved,and extensive land use management.Weak infrastructure and other features.Chapter 5 discusses the requirements of rural revitalization on village planning and the positioning analysis of village planning in territorial space planning,and summarizes the process and outcome requirements of village planning.Based on the location,industry,population and living situation of the case village,the AHP analysis model of industrial development direction and village construction site selection is constructed based on the grounded theory.And the multi-objective level of the project optimization,according to the content of the village planning,on the basis of population prediction of the case village village development positioning,land use structure and layout,industrial development,environmental protection and promotion,infrastructure construction,village governance and management and other aspects of the planning scheme optimization design.Chapter 6 discusses the safeguard measures for the optimization of village planning from the aspects of planning process and planning implementation,and discusses the content of the construction of the village planning implementation supervision platform as well as the evaluation index system and calculation method of the village planning supervision.Chapter 7 reflects on the contents and methods of the optimization of the case village planning,including the contents,methods,information construction and the supervision and assessment of the implementation of the village planning,analyzes the reference significance of the multiobjective selection method in the process of the village planning,and looks forward to the future work of the optimization of the village planning.The innovation point of this paper is to refine the content of village planning optimization,including method optimization,layout optimization and planning management,supervision and evaluation method optimization.This paper discusses the optimization of the planning spatial data processing method based on "multi-plan integration",the AHP method based on the grounded theory about the village development positioning and the multi-objective optimization of the village construction site selection,and the improvement of the empty nest village population prediction model.And the use of "3S" technology to optimize the multi-source,multi-scale data standardization process.This paper discusses the layout of "living space" in the case village planning from the perspective of layout,and discusses the role change of planners in the planning process and the improvement of villager autonomy system from the perspective of humanity and management.From the aspects of planning management,supervision and evaluation,this paper discusses the platform construction scheme and construction block diagram of planning implementation supervision by GIS technology as well as the evaluation index of planning implementation and its quantitative calculation method.This study is expected to provide some effective reference for village planning and management under the background of rural revitalization and territorial space planning.
