Shenzhen,as a model of China's reform and opening up,a special economic zone,a leading demonstration zone of socialism,and a national central city,has entered the stage of innovationdriven urban transformation and upgrading,is committed to building an international innovation and creative pioneer city,and proposes the external configuration of urban public cultural facilities.Directional needs.At the same time,the construction of cultural software and hardware is an important internal support for urban space,economic and social development.However,due to differences in urban development policies,time series,economic and functional support,etc.,there is still an unbalanced phenomenon represented by the allocation of public cultural facilities within Shenzhen;Shenzhen,as a typical immigrant city,has a diverse population and dynamics.Growth has resulted in the differentiation of public cultural facility allocation needs;for a long time,the supply of public cultural facilities has been characterized by one-way and standardization,and there has not been a process of planning decision-making and evaluation feedback that has participated extensively in the supply,use and evaluation of facilities,resulting in certain Unreasonable degree of facility configuration.Based on the above urban development and status quo background,the article takes Shenzhen city and district-level,large and medium-sized public cultural facilities as the research object,combs the urban cultural development process,analyzes the status of public cultural facilities allocation,benchmarks domestic and foreign advanced urban cultural facilities allocation practices,and proposes Shenzhen There are three typical adaptation differences in the allocation of public cultural facilities in the city: the spatial equilibrium mismatch between efficiency and fairness,the contradiction between the adaptation of supply and demand,and the insufficient management connection between services and feedback.Aiming at the typical problems of the current situation,analyze the needs of facility configuration,take fair and efficient combination,supply demand adaptation and cultural value recognition as the value guidance,draw on the main ideas of system planning theory and public sector performance evaluation theory,from the adaptability of "land"," The three dimensions of the adaptability of people and the adaptability of services have constructed an evaluation system for the allocation of public cultural facilities.Measure the degree of fit and match between the configuration of public cultural facilities and urban space and population,the service capabilities of the facilities themselves and the actual utility.The weight of the evaluation index is determined by the analytic hierarchy process,and the standardized evaluation result is obtained.The evaluation results include overall,sub-dimensional and subtype results,with a view to forming a relatively comprehensive understanding of the level of adaptation of public cultural facilities.A comprehensive evaluation of the adaptability of the allocation of city and district-level,large and medium-sized public cultural facilities in urban areas of Shenzhen,measured by GIS spatial analysis and various quantitative analysis methods,the results are as follows: the overall adaptability of the configuration of Shenzhen public cultural facilities is at a high level.The facilities and services have the highest adaptability,and the spatial adaptability is the worst.The museum and exhibition facilities have a relatively high level of adaptation and the performing arts facilities have the lowest.Finally,based on the evaluation results,the formation of feedback suggestions and optimization analysis: the formation of continuous cultural space system planning and control;construction of multi-center hierarchical gradient space layout;realization of planning and control to meet the needs;emphasis on the joint force and component of public cultural facilities configuration;perfect demand-Supply-OperationEvaluation-Feedback allocation mechanism.
