Cultural Facilities Allocation Plan Based On Public Sharing

With the rapid development of China's economy and the improvement of people's living standards,the people's requirements on spiritual culture further improve,and the demand for cultural facilities is increasing.At present,China's major cities have begun the planning of cultural facilities and the strategy research work to promote the development of cultural undertakings and industrial.In contrast to the planning of public facilities in the past,this paper attempts to use the public point of view as the starting point of the layout to achieve the purpose of scientific planning.Firstly,this paper introduces the theory of allocation plan of major cultural facilities both at home and abroad and explains the related concepts,including cultural facilities,the public,public participation and the public sharing and evaluation index of sharing degree.Next this paper expounds the cultural facilities stratification and classification methods,as well as the main factors that influence the cultural facilities layout and cultural facilities sharing;and then analyzing the factors affecting the layout of cultural facilities by hierarchical analysis,including economic factors,safety factors,regulatory factors,resource factors,etc.Last,this paper points out the key features of current cultural landspace combining with the current situation of China's cultural facilities layout.Secondly,based on the previous research contents,taking Tianjin as an example,the questionnaire on the sharing of cultural facilities in Tianjin is issued,the sharing degree of cultural facilities in Tianjin is evaluated,the main measures to improve the sharing degree are put forward on the basis of expounding the general situation of cultural facilities in Tianjin.This paper also puts forward the methods and measures for the layout of cultural facilities in Tianjin on the basis of summarizing the characteristics of Tianjin city and cultural facilities as well as the existing problems.Finally,taking the compilation of "Tianjin cultural facilities allocation plan" as an example,the practice of this theory is carried out from the perspective of planning,and the layout of cultural facilities is planned according to the method of classification and stratification.On this basis,the relevant implementation measures are put forward.The ultimate goal of this paper is to summarize and conclude the scientific planning and layout methods and strategies to improve the sharing of cultural facilities.
