Research On The Performance Evaluation And Spatial Optimization Of Urban Cultural Facilities

Under the background of economic and cultural globalization,cultural soft power has become the embodiment of national and urban comprehensive competitiveness.In our new process of urbanization,rapid economic development,people's quality of life is increasing,the demand level from the basic material needs to change the level of spiritual and cultural needs;on the other hand,China's cultural prosperity policy under the guidance of city public cultural facilities development level to get the attention of all levels of government.However,the reality of cultural service supply in China cannot meet the cultural needs of residents,cultural facilities as the material carrier of the supply of public cultural services,the allocation performance of city promotion of cultural soft power is very important.Therefore,in order to respond to the requirements of national cultural development,the construction of public service oriented government should make up the gap between the supply and demand of China's culture by means of fair and efficiency oriented cultural facilities planning.For the implementation of the planning and construction of cultural facilities in the fair and efficient,the first city cultural facilities allocation performance evaluation to clarify the situation,clear construction has important significance,the proposed optimization strategy to "cultural facilities based on an antidote against the disease".The main part of this paper is divided into six chapters.In the first chapter,through the development background and policy background leads to the contents of this study,defines the research scope of the research object of public cultural facilities and the main city of Chongqing,the overall framework and construction research.The second chapter first makes an analysis of the concept of cultural facilities,summarizes the domestic and foreign relevant theories and research experience;secondly,to the national and local standards and practices on the basis of classification and grading system construction of city cultural facilities;finally,explore the spatio-temporal texture of cultural facilities space layout form,as the theoretical basis for the following cultural facilities the configuration of performance evaluation;In the third chapter,based on the analysis of the development trend of the cultural facilities in the main city of Chongqing,the author makes an analysis of the present situation of the cultural facilities in the main city of Chongqing from the following aspects: the number of facilities,the cultural image,the spatial arrangement and the use of the residents.The fourth chapter from the cultural facilities factors of value orientation of fairness and efficiency,the evaluation index system of city cultural facilities construction of cultural facilities allocation performance from the service performance,space performance and social performance of the three systems,on the basis of AHP to determine the weights of each level index.Finally,it is clear that the evaluation system in the cultural facilities planning stage to play the corresponding planning effect.In the fifth chapter,the main city of Chongqing as an example,based on the above,the evaluation system,different levels of cultural facilities,space service performance and social performance evaluation according to the evaluation results,summarize the problems of equity and efficiency in the main city of Chongqing cultural facilities.Finally,the spatial division of the matching degree between cultural facilities and population needs.In the sixth chapter,based on the performance appraisal,to resolve the problem of cultural facilities spatial equity oriented,proposed Chongqing city cultural facilities space optimization path,from the planning principles,path planning,path and protection of four levels of path to build a space optimization system,hope to provide ideas for the optimization of city cultural facilities more space and area.
